MajorDuties

  • The incumbent serves as the Senior Internal Control Officer and as a senior internal controls officer for OCFO and EXIM, utilizing expert knowledge of internal controls, accounting, audit, and financial management principles and procedures in completing complex assignments. The incumbent collaborates with the Director to oversee the internal control compliance program. The incumbent provides mastery expertise and oversight for EXIM's and OCFO's comprehensive internal controls program, including the external audit life cycle process. The incumbent reviews, analyzes, modifies, and develops various EXIM's internal control policies, directives, procedures, and guidance to be used by headquarters and regional staff. The incumbent provides authoritative technical expertise to stakeholders at various levels concerning EXIM's internal control environment, accounting practices and financial reporting programs. Duties include, but are not limited to: Plans, manages and executes EXIM's comprehensive financial reporting risk assessment and validations of controls over financial reporting across different business cycles, and management systems, including testing of design and effectiveness. Evaluates the design of internal control activities, maintains and updates key controls to ensure internal control documentation is of high-level quality. Conducts research and best practices to develop benchmarks for EXIMs compliance policies, and procedures. Utilizing business analytics tools, prepares, manages, tracks, and presents periodic status reports to EXIM senior management and other stakeholders, on audit status and internal controls issues and deficiencies, and discussing strategies with the Director for continuous improvement. Leads comprehensive analysis of EXIMs financial regulations, systems, and controls to ensure adequate protection to detect fraud, waste, and abuse and makes recommendations to senior officials on solutions and improvements. Seeks best practices from other federal agencies to consider for enhancements to EXIM's overall internal control compliance program. Collaborates with the Director to develop, implement, monitor and manage a robust OMB Circular No. A-123 (Appendix A) compliance program that includes planning and scoping for A-123 assessments. Documents and tests significant business processes and internal controls; transforms testing and assessment results into actionable risk mitigation strategies; monitors those risk mitigation activities; and validates their effectiveness. Reviews, analyzes, modifies, and develops various EXIM's internal control compliance policies, directives, procedures, and guidance. Prepares briefing materials for the Enterprise Risk Committee on internal controls and audit-related information; as needed, co-facilitate informational briefings and other reporting presentation requirements with the Enterprise Risk Management program manager. Supports the Director with overseeing and monitoring the annual Chairman's statement of assurance from various stakeholders to ensure they are completed timely, and all supporting documents are provided. Utilizing business analytics tools, prepares, manages, tracks, and presents periodic status reports to EXIM senior management and other stakeholders, on audit status and internal controls issues and deficiencies, and discussing strategies with the Director for continuous improvement. Serves as a focal point of contact for the overall audit process to include drafting and routing management's responses; managing and tracking deficiencies and corrective action plans to assure timely implementation by owners; monitoring the implementation status of audit recommendations; and coordinating quarterly reporting requirements on the status of audit recommendations. Reviews draft audit findings, prepares audit status reports and provides recommendations to the Director and EXIM senior management.
