Senior Energy Manager
Location: On-site – United States Air Force Academy (USAFA)

Overview
Our client provides comprehensive facilities management services at the United States Air Force Academy, supporting the mission to ensure cadets and future Air Force leaders live, learn, and train in state-of-the-art facilities. Services span planning, design, asset management, construction inspection, energy management, real estate, environmental compliance, space planning, GIS/CAD, cost estimating, and more.
The Energy Manager serves as the primary subject matter expert for energy programs at USAFA, leading energy efficiency initiatives, compliance efforts, reporting, and long-term energy planning in alignment with DoD and Air Force energy reduction goals.
Required Skills & Experience
- 10+ years of experience in energy management
- Certification from the Association of Energy Engineers (AEE)
- Ability to work fully on-site at the United States Air Force Academy
- Ability to pass a government background check
Nice to Have / Preferred Qualifications
- Prior experience with the Air Force Civil Engineering Squadron (CES)
- 10+ years of DoD energy management experience
- Knowledge of federal contracts and military installation operations
- Experience working in an employee-owned organization
Key Responsibilities
In this role, you will:
Energy Planning & Design
- Collaborate with project teams to drive energy-efficient building and system design
- Partner with architects, engineers, and designers from concept through construction documents to optimize energy performance
- Recommend energy-efficient technologies and systems, including HVAC, lighting, building envelope, controls, and renewable energy solutions
- Participate in charrettes and early project meetings to establish and align on energy goals
- Develop DOE-2 compliant energy models and support LEED energy credit documentation
Energy Audits & Program Management
- Lead and/or support energy and water conservation audits for at least 10% of facility square footage annually
- Identify and develop energy projects utilizing ECIP, FEMP, MILCON, ESPC, UESC, and other federal energy programs
- Manage ECIP and FEMP initiatives, including:
- Engineering analysis
- Energy and cost-savings calculations
- Life-cycle cost analyses
- Preliminary and parametric cost estimates
- Prepare DD Form 1391 energy project documentation
Utility & Data Management
- Serve as the base energy manager and primary point of contact for all utility programs
- Validate monthly utility invoices and reimbursable utility rates
- Compile and submit utility consumption and cost data into the Defense Utility Energy Reporting System (DUERS)
- Prepare and deliver:
- Monthly utility reports
- Quarterly reports for 10 Civil Engineer Squadrons (CES)
- Energy Performance Index, Metering, and Budgeting Program reports
- Respond to CES data calls and higher headquarters reporting requirements
Leadership, Reporting & Compliance
- Support DoD and Air Force energy reduction goals and sustainability targets
- Brief government stakeholders at energy steering group meetings
- Schedule, coordinate, and lead Energy Management Steering Group meetings at least quarterly
- Provide lifecycle cost effectiveness analysis and sustainability recommendations for energy projects
- Evaluate alternative energy generation and special financing opportunities for federal projects
- Participate in energy master planning, control systems initiatives, and site visits across USAFA
