This is a Project Manager role supporting the NYS Integrated Eligibility System (IES) initiative, a large-scale program focused on modernizing health and human services delivery across New York State. The program will replace legacy systems with a unified platform supporting eligibility, enrollment, case management, and payment processing.
Building on the foundation of the New York State of Health (NYSoH), IES leverages existing assets to deliver a scalable, integrated solution across multiple Health and Human Services programs.
The Project Manager will be responsible for managing scope, schedule, budget, risks, and cross-functional coordination for key components of the program within a complex, matrixed environment.
Key Responsibilities
- Manage project scope, schedule, and budget; monitor variances and implement corrective actions
- Identify, track, and manage risks, issues, dependencies, and mitigation plans
- Coordinate project activities across a matrixed team, ensuring alignment with delivery objectives
- Lead detailed task planning with technical teams; support resource planning and allocation
- Drive issue resolution with project team members and stakeholders
- Facilitate project meetings, including agenda creation, documentation of decisions, and tracking action items
- Ensure project objectives, roles, and responsibilities are clearly defined and understood
- Oversee vendor deliverables related to rules extraction and use case documentation, including scope adherence, quality review, and progress tracking
- Provide regular status reporting to stakeholders
Required Qualifications
- 4–7 years of Project Management experience
- Minimum 2 years of experience managing State or Federal government projects
- 3–5 years of experience managing technical projects using Agile, Waterfall, or hybrid methodologies
Preferred Qualifications
- Bachelor’s or Master’s degree in Information Technology, Business, Public Administration, Project Management, or a related field
- PMP certification from the Project Management Institute
- Certified Scrum Master (CSM) certification
