Role description:


Arcadis seeks a Sr. Cost Control Specialist (Cost Manager) to join our Project Controls team in Norton, MA. This role will be deeply integrated into CapEx projects at pharmaceutical facilities, overseeing upgrades and expansions. The position focuses on maximizing value from allocated funds through strategic cost management, ensuring effective planning, budgeting, compliance, and execution.



Role accountabilities:

Strategic Cost Management

  • Oversee capital expenditure (CapEx) project costs, ensuring alignment with organizational objectives and maximizing value.
  • Develop and implement project cost control standards, processes, and reporting structures, including vendor commitments, invoicing, work in progress, accruals, and funding requests.

Cost Analysis & Reporting

  • Manage enterprise-wide information systems to streamline cost analysis and project reporting.
  • Develop and maintain financial tracking spreadsheets and reports to evaluate deliverables, progress, and variances.
  • Prepare comprehensive weekly and monthly project cost/status reports.
  • Deliver clear financial presentations to management and stakeholders.

Cross-Functional Collaboration

  • Collaborate closely with facilities, engineering, manufacturing, finance, and capital program management teams to optimize project execution and ensure alignment with corporate guidelines.

Project Controls & Forecasting

  • Implement and enhance project cost analysis and control systems for improved accuracy in reporting costs and earned value data.
  • Monitor, analyze, and forecast all project cost elements, proactively identifying risks and potential changes.
  • Review labor, equipment, and material estimates for budget accuracy and efficiency.
  • Manage detailed Project Change Notice (PCN) logs and integrate forecasts into overall cost reports.
  • Support project teams in maintaining earned value analysis with input from suppliers, contractors, and project leaders.

Risk Management & Process Improvement

  • Proactively identify and mitigate budget or scheduling risks throughout project execution.
  • Build and support processes from proposal and estimating through design, execution, and close out.
  • Anticipate and address budget or scheduling issues before they impact project outcomes.
  • Other duties as assigned




Qualifications & Experience:

  • Bachelor’s degree in Engineering, Finance, Construction Management, or related field (required)
  • 7+ years of relevant cost control experience in capital projects, ideally within pharmaceuticals or manufacturing
  • Proficient in cost management systems, spreadsheets, and enterprise project information platforms
  • Strong analytical, reporting, and forecasting skills
  • Proven experience implementing cost control standards and earned value methodologies
  • Excellent communication and presentation abilities
  • Collaborative mindset with cross-functional teams
  • Experience in the pharma industry
  • Ability to provide legal US work authorization documents required. Will consider US domestic travelers and relocation.
