Accounts Payable Supervisor

Position Overview:

The Accounts Payable Supervisor will oversee general clerical and accounting activities, including accounts payable, purchasing, and auditing, within a highly structured environment.

Job Duties:

  • Directly supervises Accounts Payable staff in preparing purchase orders, analyzing quotations and making procedural recommendations, expediting delivery, and approving invoices.
  • Plans, organizes, administers, and reviews work quality and staff productivity, and conducts performance reviews, counseling, and coaching.
  • Reviews, processes, and compiles various accounting transactions such as payment vouchers, requisitions, and purchase orders.
  • Reviews contract specifications and user department information to verify consistency.
  • Develops and prepares spreadsheets, bid documents, and specimen contracts.
  • Communicate with vendors with written correspondence or by telephone to convey instructions, clarifications, or corrections.
  • Assist staff in following purchase orders to expedite delivery and shipment.
  • Assists with the design, development, and implementation of the department’s financial and accounting policies and procedures.
  • Performs other duties as assigned.

Education:

  • Associate Degreein Accounting, Finance, Business Administration, or related field.
  • Five (5) years in accounting, general office, or related field.

Or,

  • Bachelor’s Degree in Accounting, Finance, Business Administration, or related field.
  • Three (3) years in accounting, general office, or related field.

Experience:

  • One (1) year of supervisory experience.

Knowledge, Skills & Abilities (KSAs):

  • Excellent knowledge of financial software and systems.
  • Working knowledge of federal, state, and County rules and regulations in the subject area of public finance.
  • Solid understanding of basic bookkeeping and accounts payable principles.
  • Ability and willingness to abide by the County's code of conduct, policies, and procedures
  • Strong management skills, Accounts Payable knowledge, and implementing various systems to streamline processes.
  • Solid base understanding of accounting principles and systems, preferably in PeopleSoft.
  • Must be a self-starter and committed to completing tasks in a timely manner.
  • Hands-on experience with spreadsheets and expertise working with OpenText.
  • Ability to learn newly implemented software with proficiency and easily adapt to procedure changes.
  • Ability to effectively prioritize daily tasks and be able to work on multiple tasks within time constraints as required.
  • Ability to exercise flexibility in accommodating shifting priorities, demands, and schedules.

Emergency Deployment & Continuity of Operations Requirement:

In accordance with Harris County’s Continuity of Operations Plan (COOP) Policy, this position is subject to emergency response and deployment protocols. The employee may be designated as supporting a Mission Essential Function (MEF) and must:

  • Participate in the classification process of departmental staff based on MEF responsibilities.
  • Be available for temporary deployment to an alternative work location, role, or telework assignment during emergency events.
  • Confirm work assignments with their supervisor prior to reporting to any worksite during such events.
  • Remain flexible in assuming alternative duties as directed to support County operations continuity.

Education:

  • Master's degree in Accounting, Finance, Business Administration, or related field.

Experience:

  • Three (3) years of supervisory experience
  • Budget and forecast preparation
  • Variance analysis
  • Financial and Budget Analysis experience
  • Forecasting expenditures
  • Proficient Microsoft Office 365 Experience (Word, Excel, Outlook, PowerPoint, Visio)
  • Adobe PDF

Knowledge, Skills & Abilities (KSAs):

  • Ability to operate basic office equipment
  • Knowledge of PeopleSoft ERP system
  • Knowledge of eBuilder project management software
  • Appear for scheduled work and regular, reliable, and punctual attendance
  • Establish and maintain cooperative, effective, and productive working relationships using tact, patience, and courtesy

Position Type, and Typical Hours of Work:
Full-Time | Regular | 40 hours per week.
Subject to early mornings, late evenings, weekends, and holidays at times, depending upon the project or workload.

Salary: Commensurate experience, based on 26 pay periods.

Physical Demands and Environmental Exposure:

Work is generally performed indoors in a normal office environment with acceptable lighting, temperature, air conditioning, and noise levels, and outdoors as dictated by public engagement needs. Extensive use of a video display terminal (computer monitor). May be exposed to fluids, compounds, or chemicals used in office environments and outdoor project areas.

This position requires bending, stooping, and lifting up to 25 pounds, as well as frequent walking, standing, sitting, reaching, and ascending and descending stairs.
