Job Description:

Client is seeking a Systems Analyst Consultant to support operational activities for the legacy Medicaid Management Information System (MMIS) within the Bureau of Medicaid Systems.

The role will support key Medicaid platforms including:

  • MMIS Online Application
  • Provider Web Tool
  • Provider Enrollment Application
  • EDI / Translator Systems

This position will work closely with business teams, technical teams, vendors, and government stakeholders to ensure smooth operations of MMIS systems.


Key Responsibilities

  • Serve as a liaison between business teams and IT to deliver technical solutions that meet user needs.
  • Support MMIS operational activities, including reporting, analytics, system support, and testing.
  • Develop, retrieve, and distribute reports and datasets for internal and external stakeholders.
  • Provide operational support for legacy MMIS and related subsystems.
  • Monitor and coordinate vendor requests and issue resolution.
  • Translate business requirements into system requirements and technical requests.
  • Perform analysis, design, and testing to support MMIS functionality.
  • Review and validate QA and UAT testing results.
  • Document system issues, defects, and coordinate resolution efforts.
  • Identify risks, issues, and operational trends and escalate when required.


Required Skills

  • 3+ years of Medicaid or Healthcare industry experience (especially Medicaid claims or provider operations).
  • COBOL programming experience.
  • 3+ years working with healthcare payer mainframe systems as a technical analyst or similar role.
  • Experience with EDI transactions and companion guide management.
  • Experience supporting Medicaid eligibility or enrollment systems.
  • Understanding of MMIS systems and operations.


Preferred Skills

  • Subject Matter Expertise in MMIS Operations.
  • Experience with data analysis tools such as:
  • SAS
  • Excel
  • Data visualization tools
  • Statistical analysis tools
  • Ability to prepare clear status reports and technical documentation.


Education

  • Bachelor’s degree in Technical, Business, or Healthcare field
  • OR
  • Equivalent experience in systems analysis or system development (3+ years).
