This position supports the Los Angeles World Airports (LAWA) Capital Improvement Program — one of the most ambitious aviation infrastructure programs in the United States.
About the role
We are seeking an experienced Project Controls III to provide project and cost controls support across LAWA's Capital Improvement Program (CIP), including the Terminal Development Improvement Program (TDIP). You will leverage LAWA's PMIS and related tools to monitor cost performance, develop programmatic reporting, and serve as a key resource for the Capital Program's controls infrastructure.
Key responsibilities
- Review cost and contract performance using LAWA's PMIS and report variances and risks to leadership.
- Develop programmatic policies, procedures, and reports ensuring proper cost controls across the Capital Program.
- Perform independent analysis of project cost and contract performance through the full project life cycle — budgeting, invoice processing, progress reporting, resource management, and closeout.
- Assist in the development of and administer LAWA's Program Services Budget.
- Collaborate with the Program Risk Manager to calculate and report project and programmatic risks.
- Develop tools and coordinate cost recording, monitoring, and reporting practices for compliance with applicable standards.
- Assist and train cost engineering staff across the Capital Program.
- Collaborate with Finance and the Estimating team on the Asset Register and project Capitalization.
- Collaborate with Controls staff on Expenditure Forecasting.
- Support controls efforts responding to internal and external audits.
Qualifications
- 15+ years of project controls experience, preferably on airport or large-scale aviation projects.
- Experience on large-scale, multi-million dollar construction programs required.
- Experience evaluating and reporting on at least two types of Alternative Delivery methods required.
- Bachelor's degree in Engineering, Project Management, Business, or related field; Master's preferred.
- Expertise in other Project Controls disciplines (scheduling, estimating, risk management) strongly desired.
- Self-starter with a proactive, results-oriented mindset and strong communication skills.
Hardware / software
- Proficient in Microsoft Office suite (Excel, Word, etc.)
- Experience with industry PMIS systems such as PMweb required.
- Adobe Acrobat required; Primavera P6 (v6.0+) desirable.
