POSITION OVERVIEW

We are seeking a highly experienced and motivated Senior Buyer to join our Phoenix, Arizona facility. This is

a critical on-site role within our Operations team, reporting directly to the Operations Manager. The Senior

Buyer will own and drive procurement activities for a diverse portfolio of domestic and international suppliers,

ensuring on-time delivery, cost-effectiveness, and full compliance with ITAR, AS9100, and ISO 9001

requirements.

KEY RESPONSIBILITIES

Procurement & Supplier Management

• Lead end-to-end procurement activities including sourcing, negotiating, and placing purchase orders

with domestic and international suppliers.

• Develop and maintain strong supplier relationships, conducting regular performance reviews and

driving accountability on quality, delivery, and cost targets.

• Manage supplier qualification processes in alignment with AS9100 and ISO 9001 quality management

requirements.

• Ensure all purchasing activities involving controlled items fully comply with ITAR regulations and

company export control policies.

• Monitor supplier lead times, capacity constraints, and risk exposure; proactively communicate supply

chain issues and drive resolution.


Strategic Sourcing & Cost Management

• Identify and qualify alternative suppliers to reduce single-source dependencies and mitigate supply risk.

• Negotiate pricing, payment terms, and contractual agreements to achieve the best value while

maintaining quality and compliance standards.

• Support make-vs-buy analyses, cost reduction initiatives, and value engineering efforts in collaboration

with Engineering and Operations.

• Maintain up-to-date market intelligence on commodity pricing trends, tariffs, and import/export

regulations affecting the supply base.


Operations & Cross-Functional Support

• Collaborate closely with Engineering, Quality, Planning, and Finance teams to align procurement plans

with production schedules and program requirements.

• Own purchasing-related MRP/ERP transactions; ensure system data accuracy including lead times,

MOQs, and pricing.

• Support new product introduction (NPI) by engaging suppliers early and managing BOM-level sourcing

activities.

• Assist in resolving supplier non-conformances, corrective action requests (CARs), and quality escapes

in coordination with the Quality team.

• Step in and support operational needs beyond the standard purchasing scope — this is a team that

does what it takes.


Compliance & Documentation

• Maintain accurate and audit-ready procurement records in compliance with ITAR, AS9100, and ISO

9001 requirements.

• Participate in internal and external quality audits as the subject matter expert for purchasing and supply

chain.

• Ensure certificates of conformance (CoCs), material certifications, and other required documentation

are received and archived per quality procedures.

• Stay current with evolving ITAR/EAR regulations and advise the team on compliance requirements

affecting supplier activities.


REQUIRED QUALIFICATIONS

• Minimum 5 years of progressive experience in purchasing, procurement, or supply chain management

in a manufacturing environment.

• Hands-on experience working with both U.S.-based and international (overseas) suppliers across

multiple commodity types.

• Demonstrated working knowledge of ITAR regulations and export control compliance in a defense,

aerospace, or electronics environment.

• Experience operating within an AS9100 and/or ISO 9001 certified quality management system.

• Proficiency with ERP/MRP systems (e.g., SAP, Oracle, Epicor, or similar) for procurement transactions

and data management.

• Strong negotiation skills with a proven track record of achieving cost savings while maintaining supplier

quality and delivery performance.

• Excellent organizational skills with the ability to manage multiple priorities in a fast-paced, dynamic

environment.

• Strong written and verbal communication skills; able to effectively interface with internal stakeholders

and external suppliers.


PREFERRED QUALIFICATIONS

• Bachelor's degree in Supply Chain Management, Business, Engineering, or a related field (equivalent

experience considered).

• CPSM, CPIM, or other relevant purchasing/supply chain certification is a plus.

• Experience in the display technology, electronics, or defense/aerospace sectors.

• Familiarity with commodity categories such as displays, electronic components, mechanical parts,

PCBAs, or optical assemblies.

• Experience supporting DPAS-rated or government-funded programs.
