Under the direction of the Street Maintenance Superintendent, the Street Maintenance Lead Worker is responsible for coordinating, scheduling, monitoring and assisting in the daily activities and emergency response efforts of the street maintenance crew. Plans and conducts front-line project management related to the repair, maintenance, or replacement of storm systems, streets and other public works infrastructures. Solicits quotes, selects contractors, orders materials, plans, schedules, assigns and coordinates work, oversees staff and monitors contractor work to ensure proper compliance and completion. Acts as a back-up to the Street Maintenance Superintendent and provides staff supervision and guidance in their absence.

Plans and conducts front-line project management and administration.

  • Meets daily with the Street Maintenance Superintendent to discuss requests for service, plan daily work, schedule upcoming maintenance projects, and provide status updates on existing projects.
  • Selects/plans work and solicits contractors for quotes on patching pavement, concrete repair/replacement, boulevard tree removals and trimming, selects pavement marking projects, and culvert repair/replacements.
  • Monitors and evaluates the contractor’s work (e.g., tree services, street sweeping, concrete work, etc.) to assure proper completion and compliance with agreements and provisions.
    • Monitors on hand supplies and materials. Orders supplies and materials in proper quantities to perform projects and activities, (e.g., asphalt, tack oil, cold mix asphalt, class 5 gravel, paint and beads for pavement markings, concrete patch material & rip rap for storm system repairs). Tracks time, materials and supplies used for project completion.
    • Works with local landfill representativesto ensure street sweepings are tested to allow proper disposal in landfill. Screens the materials, tracks and records each load and maintains records for ten years to comply with EPA standards, rules, and regulations.
    • Records the annual sweeping process, both in-house and contracted sweeping, to provide information to the Engineering Division for the required MS4 annual report.
    • Works with the City’s GIS Technicians annually to update and customize the ArcGIS map systems to improve accuracy and functionality.
    • Coordinates storm water system maintenance and inspection activities, in collaboration with Engineering staff. Monitors and maintains the storm water system to ensure proper operation and prevent erosion and flooding.
    • Maintains a variety of maintenance records in accordance with department procedures and requirements.

Coordinates the activities, daily assignments and emergency response of street maintenance workers, and provides lead-work instruction, oversight and guidance.

  • Meets with street maintenance workers to establish daily work assignments, allocate equipment, outline weekly work requirements, and discuss special projects and priorities.
  • Reviews and responds to daily requests for service. Schedules and assigns appropriate staff.
  • Coordinates staff assignment/efforts with the work of contractors and other departments or entities.
  • Ensures completion and documentation of assigned work.
  • Monitors staff performance and provides input to the Superintendent to assist with performance evaluations.
  • Responds to emergency callouts. Coordinates winter maintenance event staff to ensure all plow routes are covered. Leads crew in disaster/storm situations (i.e. flooding, tree removal, etc.) and storm sewer system maintenance. Assists fire, police, Dakota County, and MnDOT personnel as needed.
  • Monitors work site safety and ensures proper safety signage, traffic control devices, safety equipment and procedures are utilized and followed appropriately.
  • Acts as a back-up to the Street Maintenance Superintendent and provides staff supervision and guidance in their absence.
  • Responds to and works with the public to address and resolve complaints and concerns in accordance with department policies and procedures

Coordinates, monitors and assists maintenance staff in the repair of City streets, street signs, sidewalks, trails, and storm sewer systems. Leads and participates in maintenance activities such as:

  • Winter Maintenance.
  • Asphalt patching, milling, and paving.
  • Gravel road and road shoulder maintenance.
  • Oversee street sweeping operations and manage the temporary storage, screening, and disposal of street sweepings.
  • Oversee concrete curb & gutter and sidewalk repair/replacement.
  • Plan/schedule/perform right-of-way maintenance including tree removal and/or trimming to ensure proper vehicle clearance, visibility, safety, etc.
  • Storm damage/disaster cleanup.
  • Paint cross walks, stop bars, arrows, and long line striping.
  • Performs various other duties such as traffic control, spraying weeds along rights-of-way, mowing boulevards, roadkill removal, general building maintenance or other related duties, as needed.

Performs other duties of a comparable level or type, as required.

Minimum Qualifications:

Requires a minimum of 5 years experience operating light to heavy road maintenance or construction equipment used in the various street maintenance projects and activities; and/or an equivalent combination of education and experience. Requires a Class A MN driver’s license or equivalent. Other certifications may be required after hired

Knowledge Required to Perform the Essential Functions of the Job:

  • Knowledge of applicable safety laws and regulations.
  • Knowledge of materials and equipment used in the maintenance of streets, sidewalks, trails and storm sewers.
  • Knowledge of procedures, operations and requirements associated with the conduct of street maintenance projects and functions.
  • Knowledge of applicable laws, regulations, practices, and policies that pertain to traffic controls and devices in fixed and moving work sites. Knowledge concerning the rules of the road.
  • Knowledge of Department and City procedures and policies concerning purchasing of materials, supplies and/or outside services.
  • Operation of and appropriate use of street maintenance machinery and equipment.

  • Follows proper etiquette in dealing appropriately with the public.
  • Operating a wide variety of light to heavy equipment including dump trucks, skid loaders, mowers, pickup trucks, loaders, etc. in the maintenance of streets, sidewalks, trails, and storm sewers.
  • Operating power hand tools and equipment including weed trimmers, chain saws, etc.
  • Defensive driving in operating equipment and in the removal of snow and ice from city streets or related maintenance activities.

Work Environment:

Position requires working in and around traffic, hazardous chemicals, inclement weather conditions, hot and cold temperatures, emergency call outs, equipment operation, power tools, high temperature materials, long hours when plowing snow in snowstorms and blizzards, noise, dirt, dust, fumes, icy/snowy/slippery roads, and heavy lifting. Work may involve working in confined spaces and the use of safety equipment. Responsibilities of the job may involve some occasional disagreeable interactions.

Physical Job Requirements:
Employee is required to frequently stand, walk, reach with hands and arms, and use hands/fingers dexterously; occasionally sit, climb, stoop, and crawl; and continuously talking, listening, and hearing. Exerting up to 50 pounds of force occasionally and/or a negligible amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects, including the human body.
