The Office of Technology Services aims to be a responsible partner in delivering innovative, effective, and reliable solutions that support and enhance the IT functions within Executive Branch Departments. The Office of Technology Services (OTS) will work to increase the return on the State’s investment in technology by promoting smart decision-making, solving problems intelligently, increasing the rate of project success, and fostering a skilled and professional staff.

This position serves as a technology and procurement manager responsible for the strategic oversight and management of highly complex, statewide information technology contracts and vendor relationships that support enterprise and end-user operations. This position will also be the product owner for all related systems. The role provides authoritative leadership across the full contract lifecycle, ensuring the successful acquisition, implementation, and ongoing performance of critical technology solutions, including hardware, software, network, telecommunications, and electronic systems. Acting as both a subject matter expert and strategic advisor, this position drives statewide procurement strategy, enforces compliance with applicable laws and policies, mitigates risk, and ensures technology investments align with organizational goals, operational needs, and long-term enterprise technology direction.

The Division of Administration is the state government’s management arm and the hub of its financial operations. Division offices perform a wide variety of activities including the following:
  • Overseeing the state’s capital construction program
  • Working to provide state and federal grants for community development
  • Development of the state budget
  • Providing technology services
  • Giving agencies guidance in the state purchasing and contracting process as they seek goods and services
  • Administering a program that provides federal funds to help Louisiana residents recover from a series of devastating hurricanes

Six years of experience in information technology or administrative services; OR

Six years of full-time work experience in any field plus four years of experience in information technology or administrative services; OR

An associate’s degree in information technology plus four years of experience in information technology or administrative services; OR

A bachelor’s degree plus four years of experience in information technology or administrative services; OR

A bachelor’s degree with twenty-four semester hours in an information technology, computer science, engineering, mathematics, or business analytics field plus three years of experience in information technology or administrative services; OR

A master’s degree plus three years of experience in information technology or administrative services.

EXPERIENCE SUBSTITUTION:
Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field.

A certification in an approved area may be substituted for the education and/or experience requirements at the time of hire or promotion, provided the appointment is made from a Certificate of Eligibles.

Job Duties:

  • Administers and provides oversight for approximately 250 highly complex, statewide IT contracts with a combined value exceeding $900 million, managing all phases of the contract lifecycle from strategic requirements development and advanced negotiations through execution, governance, and continuous performance oversight.

  • Establishes and enforces enterprise-level contracting standards by collaborating with procurement leadership to define rigorous requirements, performance metrics, and negotiation frameworks aligned with statewide objectives.

  • Leads the evaluation of highly complex telecommunications proposals, ensuring strict administrative and regulatory compliance while directing contract development, award decisions, and risk-informed vendor selection.

  • Serves as product owner and senior subject matter expert for all technology within the assigned vertical, with full ownership of the OTS Contract Application and the design, integration, and optimization of complex automated workflows connecting the OTS Self Service Portal, LaGov, and the OTS Billing Portal.

  • Manages highly complex procurements for large-scale and multi-award technology contracts, serving as the subject matter expert responsible for defining requirements, developing contract documentation, leading negotiations, and executing contract awards.

  • Manages and coordinates service delivery across integrated platforms and multiple stakeholders, ensuring alignment with customer agencies’ operational requirements, technical standards, and policy frameworks.

  • Performs additional responsibilities as assigned by the State CIO or other executive leadership.
