The Office of Technology Services aims to be a responsible partner in delivering innovative, effective, and reliable solutions that support and enhance the IT functions within Executive Branch Departments. The Office of Technology Services will work to increase the return on the State’s investment in technology by promoting smart decision-making, solving problems intelligently, increasing the rate of project success, and fostering a skilled and professional staff.The incumbent in this position is responsible for performing advanced Information Technology (IT) technical functions in the areas of IT planning, contract management, payment analysis, budget analysis, cost allocation, revenue analysis, and supply chain work. The functions include auditing of vendor billings and obtaining approvals, according to the Louisiana State Laws, Rules and Regulations and Guidelines for state agencies. This position requires knowledge of the existing OTS IT operating environment. The person in this position performs high level diverse duties and works independently with broad direction from the Division of Administration (DOA) and Office of Technology Services (OTS). The person in this position advises and provides consulting to various OTS management levels and other agency personnel, as necessary, in the following Information Technology areas: as a technical resource, quality assurance, planning, billing processes and procurement of IT needs. The person in this position works closely with the IT Manager relative to budget, purchasing, and contracts for the fulfillment of IT needs and requirements.The Division of Administration is the state government’s management arm and the hub of its financial operations. Division offices perform a wide variety of activities including the following:- Overseeing the state’s capital construction program
- Working to provide state and federal grants for community development
- Development of the state budget
- Providing technology services
- Giving agencies guidance in the state purchasing and contracting process as they seek goods and services
- Administering a program that provides federal funds to help Louisiana residents recover from a series of devastating hurricanes
Two years of experience in information technology; OR
Six years of full-time work experience in any field; OR
An associate’s degree in information technology or accounting; OR
A bachelor’s degree.
EXPERIENCE SUBSTITUTION:
Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field.

A certification in an approved area may be substituted for the education and/or experience requirements at the time of hire or promotion, provided the appointment is made from a Certificate of Eligibles.

here.Job Duties:- Review, analyze, and reconcile complex billing data against purchase orders prior to submission for payment processing
- Audit billing line items for accuracy, including alignment with purchase orders and proper cost allocation coding
- Verify vendor invoices for IT hardware and software to ensure compliance with purchase orders and contract terms
- Monitor purchase order encumbrances and available balances to support accurate financial tracking
- Review vendor payment activity in LaGov to prevent duplicate payments and ensure correct billing periods
- Process and manage billing entries in LaGov-ECC, including uploading, parking invoices, and completing goods receipts for tangible and intangible items
- Submit and track billings through DOA/OFSS and SRM to ensure timely payment processing
- Communicate with internal staff, agencies, and vendors to resolve complex billing issues and provide payment status updates
- Generate and analyze financial reports, track IT expenditures, forecast budgets, and support leadership with detailed fiscal data
- Monitor contracts, licenses, and agreements to ensure compliance, accurate payments, timely renewals, and uninterrupted services, while recommending process improvements and supporting team development
Position-Specific Details:Appointment Type:Vacancies may be filled from this posting by probational appointment into a permanent position or by job appointment, which is temporary in nature not to exceed 48 months. If filled as a job appointment, the position may be converted to a probational appointment provided a vacant position becomes available and funding is available.
