HSE Manager (Health, Safety & Environment Manager)

The HSE Manager is responsible for developing, implementing, and monitoring all Health, Safety, and Environmental programs within the facility. The role ensures compliance with OSHA, EPA, local/state regulations, and company safety standards while promoting a strong safety culture across all plant operations.


The HSE Manager will lead initiatives focused on accident prevention, risk reduction, environmental compliance, emergency preparedness, and continuous improvement in workplace safety.


 Key Responsibilities


 Health & Safety Management

  • Develop, implement, and maintain plant-wide HSE policies and procedures.
  • Ensure compliance with OSHA regulations, environmental laws, and internal corporate standards.
  • Conduct regular safety inspections, audits, and risk assessments across manufacturing operations.
  • Lead incident investigations, root cause analysis, and corrective/preventive action implementation.
  • Monitor workplace conditions to identify unsafe acts and hazardous conditions.
  • Manage contractor safety compliance and permit-to-work systems.
  • Facilitate Job Safety Analysis (JSA) and Hazard Identification & Risk Assessment (HIRA) programs.
  • Track and report safety KPIs including TRIR, LTIR, near misses, and corrective actions.


 Environmental Management

  • Ensure compliance with environmental permits and regulations related to air emissions, wastewater, hazardous waste, and chemical handling.
  • Monitor environmental performance and sustainability initiatives.
  • Coordinate waste disposal, recycling, and pollution prevention programs.
  • Maintain environmental documentation and reporting requirements.

 Training & Safety Culture

  • Conduct employee HSE orientation and ongoing safety training programs.
  • Organize toolbox talks, emergency drills, and safety awareness campaigns.
  • Promote a proactive safety culture throughout the organization.
  • Coach supervisors and employees on safe work practices and compliance expectations.


 Emergency Preparedness

  • Develop and maintain emergency response plans.
  • Coordinate fire protection systems, evacuation procedures, and emergency response teams.
  • Interface with local emergency authorities and regulatory agencies when required.


 Compliance & Documentation

  • Maintain HSE records, audits, certifications, and regulatory documentation.
  • Ensure compliance with OSHA recordkeeping obligations.
  • Prepare reports for management review and regulatory inspections.
  • Ensure timely closure of audit findings and corrective actions.


 Required Qualifications

-Bachelor’s degree in Safety Engineering, Environmental Science, Industrial Engineering, or related field.

-Minimum 7–10 years of HSE experience in manufacturing, preferably in pipe, steel, tube, or heavy industrial operations.

-Strong knowledge of OSHA regulations and environmental compliance requirements.

-Experience with incident investigation and risk management methodologies.

-Professional certifications such as CSP, ASP, NEBOSH, or OSHA certifications preferred.

-Knowledge of ISO 14001 and ISO 45001 standards preferred.
