Scope of Services

The consultant shall provide onsite environmental support the following program areas:

Air Compliance Program

Support all air permit and emissions-related activities, including:

  • Visible emissions observations (daily, weekly, monthly across multiple emission points)
  • Boiler and fuel oil monitoring and recordkeeping
  • Emergency engine operation and maintenance logs
  • Air pollution control device monitoring (pressure drops, inspections)
  • RTO temperature tracking and thermocouple verification
  • Greenhouse gas (GHG) monthly calculations
  • Monthly fuel usage and emissions reporting
  • Compliance Assurance Monitoring (CAM) activities
  • Above Ground Storage Tanks (AST)Daily, weekly, and monthly inspections
  • Secondary containment inspections prior to discharge
  • Coordination of:
  • Tank integrity testing (5- and 10-year intervals)
  • Gauge calibrations
  • SPCC plan:
  • Annual reviews
  • 5-year PE certification
  • Refrigerant Management (CFCs / ODS)Refrigerant tracking and reporting
  • Leak inspections and documentation
  • Equipment inventory review
  • Disposal and service documentation
  • Hazardous Waste ComplianceWeekly inspections of:
  • Hazardous waste storage areas
  • Satellite accumulation areas
  • Waste shipment documentation and transporter verification
  • ISO 14001 Environmental Management SystemAnnual reviews:
  • Aspects & impacts
  • Objectives & targets
  • Waste matrix
  • Monthly Management of Change tracking
  • Annual management review support
  • Stormwater ComplianceQuarterly and annual inspections
  • Outfall monitoring and documentation
  • Coordination of sampling and lab data
  • pH meter calibration tracking
  • Wastewater ComplianceFlow meter calibration coordination
  • Monthly data downloads and recordkeeping
  • Sampling coordination and documentation
  • Corporate & Facility Environmental ProgramsDaily inspection logs (oil skimmers, separators, emissions)
  • Monthly and annual inspections (OWS, asbestos, backflow devices)
  • Weekly and monthly audit summaries
  • Support internal EHS meetings and reporting
  • Maintain compliance records and documentation systems
  • Regulatory Monitoring & UpdatesMonitor regulatory changes including:
  • Federal (40 CFR)
  • State regulations
  • Local ordinances
  • Evaluate applicability and communicate impacts to site
  • Documentation ready for audits and inspections
  • Annual reports and certifications (as applicable)
  • Findings and corrective action tracking

Staffing Requirements

Proposed personnel should have:


Bachelors degree in Engineering or Environmental. Other STEM degrees may be considered.

  • Experience with:
  • Air permits (including CAM, MACT, NSPS)
  • Hazardous waste (RCRA)
  • Stormwater (NPDES)
  • SPCC plans
  • Familiarity with ISO 14001 systems

Ability to manage compliance calendars and reporting systems
