Construction Manager - Public Utilities

Brunswick County Public Utilities is currently accepting applications for aConstruction Manager to join our Design and Construction team and help ensure we are able to continue to provide clean, reliable, and efficient water and wastewater services to customers across Brunswick County. Working under limited supervision, the Construction Manager coordinates work involved in managing capital improvement projects for the County’s water and wastewater system. Work involves overseeing and directing construction projects throughout the construction phase, providing constructability reviews during the design process, providing cost estimate analysis and review. in-depth review of project schedules, overseeing onsite and offsite construction to monitor compliance with building and safety regulations, and documentation of projects including the compilation of consultant-generated forms and documents.

The Construction Manager will be responsible for coordinating with design consultants, NCDOT and regulatory agencies, reviewing permitting, assisting the engineer with bidding, and performing other construction administration. Other responsibilities include:
  • Managing, coordinating, and supervising the work of inspectors, utilities staff, contractors, subcontractors, and other construction personnel involved in the construction and repair of utilities infrastructure.
  • Implementing safety procedures, standard operating procedures, and new programs.
  • Coordinating training.
  • Completing special projects as assigned.
  • Planning minor force account construction projects and overseeing their progress in a timely and cost-effective manner.
  • Budgeting, organization, implementation, scheduling of minor projects.
  • Bidding and overseeing the county’s emergency construction contract and any work efforts associated with it.

The Construction Manager will be required to exercise initiative and independent judgement in completing assignments to ensure projects are completed on time and within budget. This position reports to the Deputy Director of Design and Construction and is considered an ESSENTIAL Employee position under County Policies.Possession of Public Utilities, Building, or Building Contractor’s License OR an associate's degree in construction management, construction technology, civil engineering technology, or environmental engineering technology (or closely related field) AND ten (10) years’ experience in the construction industry, construction management, inspections, and/or utility industry; OR any equivalent combination of training and experience which provides the required skills, knowledge, and abilities.

A valid North Carolina or South Carolina Driver License is also required.

Preferred qualifications include:
  • Supervisory experience
  • NCDEQ operator’s certifications (Collections, Distribution, Treatment, Well, Backflow, etc.)
  • Fundamentals of Engineering Exam Certification
  • Professional Engineering license
  • Construction Management Association of America (CMAA) Certified Construction Manager (CCM)
  • American Institute of Constructors (AIC) Constructor Certification
  • Design Build Institute of America Certification
  • Erosion and Sediment Control Certifications
  • Utility Locating training
  • Traffic Control Certification

Physical Requirements
Must be physically able to operate a motor vehicle. Must be able to exert up to 110 pounds of force occasionally, and/or up to 5 pounds of force frequently, and/or a negligible amount of force constantly to move objects. Physical demand requirements are in excess of those for Sedentary Work. Light Work usually requires walking or standing to a significant degree. Must be able to walk, stand, bend, stoop, reach, and climb.
