Land Development Construction Manager

Position Summary

The Land Development Construction Manager is responsible for planning, coordinating, and overseeing all site development and public infrastructure construction activities across one or more master-planned residential communities. This role ensures that grading, utilities, paving, street improvements, and related infrastructure are completed in full compliance with approved civil plans, municipal requirements, and company standards for safety, quality, cost control, and schedule adherence.

The Construction Manager oversees multiple active communities simultaneously and works closely with contractors, engineers, consultants, municipal agencies, and internal stakeholders to deliver finished homesites through city and HOA acceptance, including bond reduction.


Primary Duties and Responsibilities

Project & Field Management

  • Oversee mass grading, over-excavation, erosion control, and overall site preparation activities
  • Schedule and manage engineering staking and required certifications
  • Coordinate and oversee all soil engineer inspections and approvals
  • Conduct regular field visits to monitor progress, resolve issues, and ensure contractor accountability
  • Review plans, maps, and project conditions for feasibility and schedule impact
  • Assist with bid comparisons and identify variances in collaboration with purchasing and division teams
  • Enforce project requirements related to installation, removal, or relocation of improvements per tract conditions and plans
  • Manage multiple communities and infrastructure phases concurrently
  • Lead weekly contractor meetings to maintain schedule alignment and predictability
  • Track quantities and support budget adherence through cost control measures
  • Review, negotiate, and manage change orders and purchase orders
  • Review and approve or reject contractor and consultant invoices

Municipal and Regulatory Compliance

  • Ensure all work complies with approved civil plans and applicable city, county, and state regulations
  • Conduct pre-construction meetings with contractors and municipal representatives
  • Coordinate and track required inspections for grading, utilities, paving, and public improvements
  • Facilitate public improvement acceptance and bond reduction processes
  • Maintain accurate documentation of inspections, approvals, and compliance records

SWPPP & Safety Oversight

  • Implement and monitor SWPPP requirements and Best Management Practices (BMPs) in compliance with the Construction Stormwater Program
  • Conduct and document safety meetings in accordance with OSHA and applicable regulations
  • Maintain safety logs and ensure adherence to company safety policies
  • Promote and uphold a zero-incident safety culture across all job sites


Qualifications and Key Competencies

  • High school diploma required; college degree preferred
  • 10+ years of experience in land development, including at least 3 years of budgeting experience
  • Experience managing multi-phase, master-planned communities preferred
  • Strong scheduling and milestone tracking capabilities
  • Proficiency in Microsoft Word, Excel, and Project, including data analysis and reporting
  • Valid, unrestricted California driver’s license
  • Strong communication and interpersonal skills with a collaborative approach
  • High level of professionalism, integrity, and ethical standards
  • Excellent analytical, problem-solving, and decision-making abilities
  • Ability to manage complex issues in a calm and efficient manner
  • Strong organizational skills with the ability to meet deadlines
  • Receptive to feedback and committed to continuous improvement
