Job Title: Senior Civil Engineer

Job Description

This Senior-level engineering and project management role involves leading complex capital and operational projects, with a strong emphasis on CCR landfill programs, environmental compliance, and utility infrastructure. The position requires managing high-dollar, high-complexity projects through the full project lifecycle, ensuring safety and regulatory compliance, tracking performance, and driving continuous improvement. Additionally, the role involves mentoring staff, providing technical direction, and applying sound engineering judgment.

Responsibilities

  • Develop and manage work plans, budgets, schedules, contracts, and technical documentation.
  • Oversee day-to-day compliance and operations at landfill facilities.
  • Serve as a technical representative with internal teams, contractors, vendors, and the public.
  • Lead and coordinate departmental project work plans through completion, taking corrective action as needed.
  • Manage multiple complex assignments simultaneously and complete regular status reporting.
  • Analyze technical and operational data to make sound recommendations and decisions.
  • Maintain, review, and approve technical records including drawings, databases, files, and documentation.
  • Prepare cost estimates, schedules, work orders, and resource plans.
  • Apply thorough knowledge of applicable procedures, specifications, codes, regulations, compliance rules, and industry standards.
  • Provide engineering assistance and technical support to Member Cooperatives.
  • Develop corporate standards and specifications within area of expertise.
  • Train, mentor, and provide work direction to less experienced engineers, staff, and contractors.
  • Oversee EKPC’s CCR Landfill Management Program, including capacity planning, design, and project management.
  • Support landfill operations contracts, including contract interpretation, oversight, and compliance.
  • Monitor daily operations at CCR facilities to ensure permit compliance.
  • Develop and administer contracts, manage contractor inquiries, and oversee execution of new landfill cells.
  • Oversee and manage high-cost and high-complexity capital projects using the E&C Project Lifecycle.
  • Determine required equipment, materials, staffing, and resources for safe project execution.
  • Ensure compliance with safety, environmental regulations, and building codes.
  • Coordinate with scheduling to manage critical path and maintain project development plans.
  • Track project performance metrics using OPPM and other tools.
  • Conduct pre-bid meetings and ensure contract conformance for projects exceeding $1M.
  • Allocate and manage resources to ensure successful project delivery.
  • Lead continuous improvement initiatives to eliminate non-value-added processes.

Essential Skills

  • BS in Civil Engineering from an ABET accredited program.
  • 7+ years of technical engineering and stand-alone project management experience.
  • Thorough understanding of project management principles including critical path and resource planning.
  • Experience in large capital project management.
  • Willingness to obtain Landfill Manager certification from Kentucky Energy and Environmental Cabinet.

Additional Skills & Qualifications

  • PE License preferred or plans to obtain.
  • Regulatory knowledge of CCR and solid waste management is beneficial.

Work Environment

The role is based on-site at the headquarters in Winchester, KY, with a flexible team. Standard working hours are from 8 AM to 5 PM, but may require overtime based on project phases and deadlines. The position involves traveling to sites from headquarters as needed, supporting the Spurlock Station's CCR program. The project portfolio is tailored to technical experience and capabilities, with support from other engineers and staff as needed. Pay and Benefits

The pay range for this position is $125000.00 - $198000.00/yr.
