Job Duties:
The City of Virginia Beach is recruiting for a Short Term Rental Zoning Inspector I/II. This position will focus on Zoning Code Compliance for the Short-Term Rentals within the City as part of the Zoning Administration division within the Planning and Community Development department.
The position may be classified as a Zoning Inspector I or Zoning Inspector II depending on the qualifications of the selected candidate.
This position is a hybrid role consisting of approximately 65% administrative work and 35% field work. On the administrative side, responsibilities include monitoring short-term rental listings on platforms such as Airbnb and VRBO, issuing violations for non-compliance, compiling evidence for court, processing permits, responding to public inquiries, and maintaining accurate records. The field portion of the role involves reviewing required STR signage and parking plans, as well as conducting life safety inspections. The position requires strong attention to detail, sound organizational skills, and the ability to balance a large case load.

Minimum Requirements:
Zoning Inspector I: High School GED plus 4 years of experience in zoning inspections, plan review, building construction, real estate, home inspections, architecture, engineering, property management, property maintenance or other related field. Must have a current and valid drivers license.
SPECIAL REQUIREMENTS: All employees may be expected to work hours in excess of their normally scheduled hours in response to short-term department needs and/or City-wide emergencies. All employees are expected to work 8 am to 5 pm, unless an alternate schedule is needed to provide necessary job functions and is approved by the supervisor. Must obtain ICC Certified Zoning Inspector certification or Certified Zoning Official (CZO) certification from the Virginia Association of Zoning Officials (VAZO) within 18 months of employment.
Zoning Inspector II: High School GED plus 5 years of experience in zoning inspections, plan review, building construction, real estate, home inspections, architecture, engineering, property management, property maintenance or other related field. Must possess certification as a Certified Zoning Official (CZO) from the Virginia Association of Zoning Officials (VAZO), or an equivalent certification from another state. If certified in another state, must obtain CZO from VAZO within eighteen (18) months of
hire. Must have, or obtain, a current and valid Virginia or North Carolina driver’s license in accordance with Virginia or North Carolina DMV driver’s license eligibility requirements.

Preferences:
ICC Certified Zoning Inspector certification or Certified Zoning Official (CZA) certification from the Virginia Association of Zoning Officials (VAZO).
Customer service experience in person, over the phone, and via email.
Experience with Short Term Rentals and or property management/real estate.
Experience presenting in court.
Experience in property management/real estate
Experience with data management/permitting software (ex: Accela, host compliance, or Granicus).
Must possess interpersonal, communication, and organizational skills with ability to multitask in a fast-paced environment.

VRS Contribution: All full-time employees are required to contribute 5% of annual salary toward their retirement account; in accordance with VRS retirement provisions. This will be handled through a pre-tax payroll deduction.
