The City of Albany's Public Works Department is currently seeking candidates to join our Water Distribution Team! In this role, you'll tackle a variety of maintenance and construction tasks. You will operate various types of equipment to support the construction, operation, repair, maintenance, and replacement of the City's water distribution and canal systems. Join us and play a crucial part in keeping our City's water systems running smoothly!

The general working hours are 7:00am - 3:30pm, Monday - Friday.


This recruitment will be used to fill one current vacancy and to establish an eligibility list for an additional position anticipated to open in the coming months.

Hourly Rate Ranges:
  • Water Maintenance I: $26.15 - $33.29
  • Water Maintenance II: $28.08 - $35.67
  • Water Maintenance III: $30.56 - $38.94

Benefits include:

The duties listed are intended only as illustrative examples of the various types of work that may be performed by individuals in this classification. Any of the following duties may be performed. These examples are not necessarily performed by all incumbents and do not include all specific essential functions and responsibilities the incumbent may be expected to perform.

  1. Performs basic and semi-skilled labor and services hydrants, valves, meters, pumps, air release valves, screen trollies, canal valves and gates, and other water system and canal appurtenances within the water distribution and canal systems with higher-level maintenance personal to ensure that all components of the system function properly as work is performed.
  2. Performs semi-skilled labor required for construction and maintenance projects, alone or as part of a crew. Work may include hand excavation, cutting brush, mowing, brush clearing, tree removal, tool cleaning, painting, and backfilling.
  3. Assists in planning, scheduling, inspecting, maintaining, and repairing the water distribution system.
  4. Assists water quality flushing, testing, and sampling.
  5. Assist in the completion and maintenance of a variety of records relating to inspections, maintenance activity of the water distribution system and canal.
  6. Assist with customer concerns; evaluating the situation; correcting the problem or seeking assistance.
  7. Survey the water distribution system to identify both unprotected cross-connections, potential cross-connections, and unaccounted for devices.
  8. Maintains regular job attendance and adherence to working hours; may be required to work after hours or weekends and holidays responding to emergencies.
  9. Contacts residents and business owners in areas where services will be interrupted and explains why and when service will be interrupted and when service will be restored.
  10. Operates large service vehiclessafely and legally.
  11. Performs routine inspection and preventive maintenance on assigned equipment and tools and refers defects or needed repairs to supervisor.
  12. Maintains parts inventory and purchases materials within established guidelines.
  13. Determines the locations of other utilities prior to excavation.
  14. Performs all duties in conformance to appropriate safety and security standards and best practices.
  15. Represents the City of Albany by responding to the public, citizens, its employees, and others in a prompt, professional, and courteous manner while continuously maintaining a positive customer service demeanor. Regards everyone, internal and external, as a customer and deliver the best service possible in a respectful and patient manner.
  16. Works to create a high-performance work culture by demonstrating a positive attitude and modeling the City’s mission, vision, and values. Conducts self with high integrity, proactive in conserving City resources, and seeks and incorporates customer feedback for ongoing performance improvement.   17. Serves as a member of various City committees as assigned.
  18. Assists other staff in the performance of their duties as assigned; and may provide training and orientation to new assigned personnel.
  19. Maintains regular job attendance and adherence to working hours.
  20. Adheres to appropriate attire, grooming, and hygiene standards established for the position.
  21. Operates a motor vehicle safely and legally.
  22. Performs other related duties as required/assigned.
Water Maintenance II
Includes all the aforementioned duties as wells as the following additional duties:
  1. Mustwork a rotating weekly on-call shift for emergency call-back.
  2. Provides GIS corrections and updates to maps.
  3. Perform skilled activities while working alone or with another operator (ie. flushing, meter changing, valve survey/exercising, service line install/repair/replacement, main line install/repair/replacement, hydrant install/repair/replacement, valve install/repair/replacement, customer service requests, water quality sampling, large meter testing).
  4. Schedules, plans, constructs, inspects, maintains, and repairs the water distribution system to ensure proper function.
  5. Maintains variety of records relating to inspections, maintenance activity of the water distribution system and canal.
  6. May be assigned to assist Water Cross-Connection Specialist in ensuring water system customers comply with Albany Municipal Code governing backflow prevention, maintaining the City’s cross-connection control program database, performing onsite inspections to identify cross connections.
  7. Operators assigned to canal duties: operation and maintenance of gates, screens, or other flow control structures along the canal. Assists with operation and maintenance of hydroelectric facility.
Water Maintenance III
Includes all the aforementioned duties as well as one of the following groups of additional duties:
  1. Eligible to be assigned Acting-in-capacity duties of the Lead Operator.
  2. May be assigned to plan upcoming maintenance/tasks (new installations/replacements), meet with contractors to coordinate work.
  3. Uses GIS/Arc Map and OMS to navigate, identify, track, and report on maintenance of City assets.
  4. May be assigned more technical tasks. For example: asked to provide feedback to upcoming capital installations/replacement or new constructions (plan review), assist with technical tours of facilities (i.e., engineering tours, regulator tours, etc.), or assist consultants with surveys, inspections, or other assessments.
  5. May be assigned to assist Water Cross Connection Specialist with interacting with property owners and the public, preparing documents and written reports, and other tasks associated with ensuring the cross-connection program follows federal, state, and local statutes, rules, and ordinances.
  6. Operators assigned to canal duties: operation and maintenance of hydroelectric facility.

This is a non-supervisory position. Lead work and coordination of work of others is not a typical function assigned to this position. Incumbents in this position may provide training and orientation to newly assigned personnel.

Works under the day-to-day guidance of a Lead Water Operator, and the supervision of the Water Operations Supervisor.

Water Maintenance I
A high school diploma or its equivalent and 0-2 years of experience relating to construction, maintenance, or repair of water distribution systems or canal systems; or an equivalent combination of education and experience that provides the required knowledge, skills, and abilities.
Water Maintenance II
A high school diplomaand a minimum of three years of experience;or an equivalent combination of education and experience that provides the required knowledge, skills, and abilities.
Water Maintenance III
A high school diplomaand a minimum of five years of experience; or an equivalent combination of education and experience that provides the required knowledge, skills, and abilities.

SPECIAL REQUIREMENTSWater Maintenance I
  • Possession of or ability to obtain a valid Oregon Class A commercial driver’s license (CDL) with air brake and tanker endorsement and a driving record that meets City standards within one year of job placement.
  • Possession of or ability to obtain a valid Oregon Water Distribution Level I certification within two years of job placement.
Water Maintenance II
  • Possession of a valid Oregon Class A commercial driver’s license (CDL) with air brake and tanker endorsement and a driving record that meets City standards at time of job placement.
  • Possession of an Oregon Water Distribution Level II certification at the time of job placement.
Water Maintenance III
  • Possession of a valid Oregon Class A commercial driver’s license (CDL) with air brake and tanker endorsement and a driving record that meets City standards at time of job placement.
  • Possession of a valid Oregon Water Distribution Level III at the time of job placement unless the individual is assigned to Canal and Hydropower operations.
For all levels within this series:
  • The individual shall not pose a direct threat to the health or safety of themselves or others.
  • In accordance with Human Resources substance abuse policies, incumbents in this position are subject to the City's Drug & Alcohol testing program.

Knowledge, Skills, and Abilities:
Knowledge of:equipment, facilities, materials, methods, and procedures used in municipal water distribution operation, maintenance, construction, and repair activities.
Skill in: operation of listed tools and equipment used.
Ability to:perform heavy manual tasks for extended periods of time; work safely; to operate and repair small/light equipment, such as power tools; communicate effectively, verbally and in writing; understand and carry out written and oral instructions; establish and maintain effective working relationships with employees, other departments, and the public; operate computers for data entry.

Work Environment
The work environment is regularly outdoors in outside weather conditions. The employee frequently works near moving mechanical parts and is frequently exposed to wet and/or humid conditions and vibration. The employee frequently works in utility excavations and occasionally enters confined spaces. The noise level in the work environment is occasionally loud. May be required to be on-call and to work weekends, holidays, and evenings.

The work is very heavy work which requires lifting up to 90 pounds occasionally, and carrying up to 90 pounds occasionally, pushing and pulling up to 185 pounds occasionally.

Tools & Equipment Used
In the performance of job duties, the employee will use motorized vehicles and equipment, including dump trucks, pickup trucks, utility trucks, backhoes, forklifts, and vacuum excavation equipment; saws; pumps; compressors; generators; common hand and power tools; shovels; wrenches; detection devices; phone; copiers; computers; and other related tools and equipment.

Safety Equipment
This is not an exhaustive list. Hearing protection (including earmuffs), safety glasses, steel toed boots, gloves (nitrile, latex, leather), hardhat, knee pads, respirators and dust masks, traffic cones, safety vest, fall-restraint equipment when required. Develops safe work habits and contributes to the safety of self, co-workers, and the public.
