The Technical Project Manager will support the management, performance, delivery, and operationalization of the technology, hardware, and software components of the MBTA’s faretechnology, including the fare collection devices, payments technology, website and mobile app, customer support software, retail solution, Application Programming Interfaces (APIs), integrations with other internal and external systems, tap processing, and information security.
- Identity, propose, lead, and support a comprehensive technology infrastructure strategy and roadmap for the fare systems, which includes but is not limited to fare collection devices, payments technology, website and mobile app, customer support software, retail solution, APIs, integrations with other internal and external systems, tap processing, and information security.
- Develop and manage comprehensive technical project plans including scope, goals, budget, timeline, and deliverables while prioritizing critical path tasks and resource allocation.
- Coordinate stakeholder review of designs and prepare feedback within tight timeframes. Manage input from a large number of stakeholders, including internal business owners, specialist consultants, customers, senior staff, and external teams.
- Facilitate improvements to incident management processes, including monitoring and alerting, escalation, incident response, root cause analysis, and post-mortems.
- Prepare for and attend internal and external Change Acceptance Board (CAB) meetings, entering change control tickets and representing them at weekly meetings for consideration, implementation, and completion.
- Conduct detailed reviews of designs and technical specifications developed by external and internal parties to ensure they are responsive to feedback and verify compliance with technical requirements.
- Recommend improvements and enhancements to system designs and functionality based on agency operations, industry best practices, stakeholder feedback, usability and professional experience.
- Supervise technical team members and the work of specialist consultants working on the implementation of various aspects/stages of the technical solution.
- Oversee quality assurance activities to ensure compliance with vendor delivery.
- Define action items resulting from meetings and tasks required to meet objectives.
- Provide regular updates on project status, issues, timelines, and key metrics.
- Identify and mitigate risks and blockers throughout all project phases, and escalating issues as needed.
- Develop and implement test plans, oversee lab tests, and provide test reports to confirm compliance with technical requirements.
- Use a database of technical requirements to track and report on the compliance of delivered solutions.
- Perform all other duties and projects that may be assigned.
Supervision
- No direct reports but oversight of various contractors.
- Bachelor’s degree from an accredited institution in Transportation Planning, Public Policy, Public Administration, Social Science, Technology, computer science, information science, project management, software engineering, civil engineering, planning, or a related field.
- Five (5) years of experience with project management, product management, engineering, technology, transportation operations, scheduling/planning, or a related industry supporting the management, performance, and/or delivery of technology, hardware, and/or software components.
- One (1) year of managerial, supervisory and/or leadership experience.
- Demonstrated understanding of software development lifecycle.
- Experience with defining, writing and enforcing technical requirements.
- Proficiency in the Microsoft Office suite.
- Effective organizational, analytical, time management, interpersonal and multi-tasking skills.
- Ability to understand, interpret, and apply laws, rules, regulations, policies, procedures, contracts, budgets, and labor/management agreements.
- Experience using online collaboration tools (e.g. Slack, Asana, Basecamp, etc.).
- The ability to work with a diverse workforce.
- A High School Diploma or GED with an additional seven (7) years of directly related experience substitutes for the bachelor's degree requirement.
- An associate degree from an accredited institution, and an additional three (3) years of directly related experience, substitutes for the bachelor's degree requirement.
- A master's degree in a related subject may substitute for two (2) years of general experience.
- A nationally recognized certification, or statewide/professional certification in a related field, substitutes for one year of experience.
Preferred Experience and Skills
- Master’s degree from an accredited institution inComputer Science, Information Technology, project management, software engineering, civil engineering, or planning.
- Experience working with the design/implementation/operation of a transit system technology, such as fare collection systems, vending machines, parking payment systems, or toll collection systems.
- Experience with hiring and contracting for services, including development of scopes of work and working within public agency procurement constraints.
- Technology and/or transportation industry certifications and memberships.
- Software development experience.
- Experience with business process modeling and redesign.
- Project Management Professional (PMP) or other project management certification.
