Specialized Recruiting Group is seeking a technically-minded Project Manager for a full-time contract opportunity with a local government body in Durham, NC. Previous IT experience is a must, while state or local government experience is a plus.
The IT Project Manager role exists within an IT PMO and is responsible for providing administrative, project management, and solution support to ensure satisfactory customer service. As an IT Project Manager, you will manage daily project activities for complex IT projects and develop detailed project schedules to monitor progress and completion of tasks assigned to project staff (both internal and external). You will help define project scope and objectives and ensure technical feasibility; provide direct project management by communicating with stakeholders and project teams via phone, email, and meetings; resolve project issues as identified; adjust project plans as needed; and ensure resource availability and allocation. You will provide accurate reporting to leadership, maintain key dashboards for internal and external reporting, and recommend actions to keep projects on track against established schedules.
This is a full-time position (37.5 hours/week) with a target compensation of $45.00-$48.00/hour. The contract length is open-ended, with a minimum of 12 months anticipated but with the possibility of converting to permanent employment. This is a Hybrid role, requiring in-office attendance in Durham at least two(2) days per week.
Duties/Responsibilities:
- Serve as Project Manager over complex software, hardware, network, and technically difficult projects; validate deliverables associated with the approved business case; identify and mitigate project risk; and perform quality assurance duties.
- Secure internal and external resources for the project; coordinate the Request for Proposals (RFP) process, including vendor selection; negotiate contracts with vendors as assigned; and develop project schedules and manage to deadlines.
- Prepare, review, and maintain reports, plans, presentations, and other documentation; research, analyze, review, and approve information; develop and implement recommendations; and ensure compliance with project contracts and applicable regulations, policies, and procedures.
- Manage expectations, facilitate change requests, monitor and control deliverables, and keep stakeholders informed through regular status reports and other channels (e.g., stand-up meetings, weekly newsletters, quarterly summary reports).
- Coordinate with vendors, internal departments, and external agencies; attend and facilitate meetings; provide user support and training as assigned; assist with developing operational policies and procedures; and assess client or department needs.
- Manage an assigned budget; monitor and approve expenditures; evaluate needs and allocate/request resources; prepare cost estimates; research and analyze data and review the work of others; and make and approve budget-related recommendations in the area of assignment.
- Archive project deliverables and other documents; validate end-user acceptance of the solution; and ensure the expected business value is achieved for the organization.
Desired Qualifications:
- Bachelor's degree in computer science or a related field.
- Five years of professional information technology experience.
- Three years of project management experience.
- Project Management Professional (PMP) certification or other relevant IT certifications.
- Proficiency in project management tools (MS Project, MS Planner, Excel).
- Excellent communication and interpersonal skills.
- Experience with vendor management, procurement, and budget management.
- Experience within a state or local government.
