SUMMARY:
This is a managerial level or specialist position. May supervise and/or specialize in planning, permitting, inspecting, and documenting storm water management related tasks and ensure compliance with local, state, and federal regulations. Managed or specialized tasks may be performed in the field, or in an office. Actions and decisions are administered under well-established guidelines and are monitored by a second level manager or an executive.
Starting Pay: $67,828.00 - $93,264.00 (additional pay depending on experience)
FLSA Status: Non-Exempt

SUPERVISION RECEIVED:
Receives direct supervision from the City Engineer or assigned Engineering Manager.
ESSENTIAL DUTIES AND RESPONSIBILITIES:
- Understand basic principles, regulations, and practices of storm water management.
- The ability to gather and compile information and write concise reports.
- Understand and apply principles and methods of conflict resolution.
- Understanding of the purpose and use of policies and procedures.
- Ability to speak clearly, concisely, and effectively, and to listen to and understand the ideas of others.
- Ability to use various software programs related to job duties.
- Ability to use software to document storm water management related items including long term, outfall, and construction site related inspection reports, citations, and illicit discharge documentation.
- Ability to read and interpret Storm Water Pollution Prevention Plans, and Long-Term Storm Water Management Plans with associated documentation.
- Ability to enforce storm water related regulations on site.
- Ability to operate spreadsheet and word processing software in the workflow of the division.
- Understanding of steps in the permitting process with the ability to review storm water management permit applications.
- Understand the principles and methods of Storm Water Pollution Prevention Plan and Long-Term Storm Water Management Plan development.
- Review Storm Water Pollution Prevention Plan and Long-Term Storm Water Management Plan related documentation for accuracy and completeness.
- Ability to lead or direct the activities of others as assigned.
- Ability to review storm water management inspection reports prepared by others and coach others in the improvement of documentation skills.
- Process of conducting performance evaluations as well as training, hiring/terminating recommendations.
JOB DUTIES AND/OR TECHNICAL SKILLS:
- Execute assigned tasks in a safe manner, able to identify and report potential safety hazards and environmental concerns.
- Makes accurate records of activities in the Engineering Division.
- Operates city equipment and vehicles in a safe and professional manner.
- Ability to discern/resolve problems with residents and others on construction projects in a timely manner.
- Understanding of City GIS maps related to City owned storm drain infrastructure.
- Performs water quality field tests.
- Understand and apply city codes and Engineering Division Standards.
- Assists in the management of city storm water management program.
- Construction Site SWPPP and Long-Term Storm Water Management Plan inspections.
- Enforces city code and Engineering Division standards, including the issuance of Stop Work Orders and citations.
- Long Term/Outfall Stormwater Inspections
- May be responsible for the occasional issuance of a storm water management permit.
- Assumes primary storm water management role on city construction projects.
- Assists in the storm water management permit review process.
- May supervise the activities of other inspectors or independent consultants in storm water management activities.
- Mentors, trains, and coaches staff to improve employee morale and efficiency.
- May serve as a lead contact on a spill or other environmental issue.
- May serve as a supervisor of a division program.
- May be required to present projects or programs to other divisions and departments throughout the city.
PERSONAL SKILLS:
- Ability to establish and maintain effective work relationships with supervisors, fellow employees, and the general public.
- Must be able to react to change productively and manage other tasks as assigned.
- Ability to receive feedback on performance with a positive attitude, and willingness to suggest ideas to supervisor to improve procedures.

PLANNING AND SUPERVISION SKILLS:
- May require overseeing the activities of interns and technicians as assigned.
- Requires a general understanding of storm water management.
- May require supervising the activities of an entire divisional program or project area.
MINIMUM QUALIFICATIONS:
- Graduation from a standard senior high school or equivalent.
- Current Utah Driver’s License.
- Ten years of experience in storm water management or engineering activities.
- Possession of an accredited GIS Professional Certificate may be substituted for one year of required experience.
- An associate degree in civil engineering, surveying, construction management, GIS or department approved equivalent may be substituted for two years of experience.
PHYSICAL DEMANDS:
- Moderate to heavy physical activity. Must be able to lift items that may weigh up to one hundred pounds.
- Ability to move easily around construction sites.
WORK ENVIRONMENT:
- A combination of office and field work. Daily interaction with the public who may or may not speak English.
- Intermittent exposure to stressful situations. Willingness to work weekends, holidays, and evenings to meet job schedules and deadlines.
- Work environment may include muddy, wet, or dusty conditions, and extreme weather conditions.
- May be required to safely enter confined spaces.
