Asset Management Technician - Roads & Drainage PG 16 - $25.91/hr

MAJOR FUNCTION 

Technical position that performs duties associated with (1) field inspection and data collection of roadway and drainage assets using technical inspection equipment, and (2) updating various County Geographic Information System (GIS) layers and using GIS mapping software and hardware. This position works primarily in the field.

ILLUSTRATIVE DUTIES 

• Performs the following duties with minimal direction from a Cartographer, GIS Technician or management of the Asset Management Section: 
  • Inspections: Performs field inspections and data collection of the location, position, condition and history of existing roadway and drainage assets. Drives motor vehicles while performing data collection, operating field computers, mobile GIS and communication equipment. 
  • Data Collection: Performs data collection in the field of the location, position, condition and history of existing roadway and drainage assets utilizing mobile GIS collection equipment. Uses technical inspection equipment such as line locators, Ground Penetrating Radar (GPR) equipment, submersible inspection cameras, Unmanned Aerial Systems (UAS, aka, drones) among others. 
  • Data Processing: Processes and prepares imported data using ESRI ArcGIS software. Digitizes point, line and polygon features using the latest GIS software tools and techniques.  
  • Maintain Current Technical Knowledge: Keeps current knowledge of ArcGIS system commands and functions, asset inspection methods, operation requirements, GIS standards, and other related software applications. 
  • Research: Research information from a variety of sources including construction plans, aerial photographs, land surveys, Property Appraiser data to assist in asset data collection. 
  • Customer Service: Interacts in a professional and courteous manner with public while in the field as needed, as well as County staff to whom Asset Management provides service to. 

KNOWLEDGE, ABILITIES AND SKILLS 

• Knowledge of design and construction methods, standards, codes, and materials of roadway and stormwater infrastructure. 
• Ability to read, interpret, and work from construction plans. 
• Be self-motivated, capable and comfortable of working independently most of the time, as well as collaborating with coworkers as needed. 
• Work outdoors daily, maneuvering amongst, rough/uneven terrain, steep hillsides, bodies of water, remote areas, and heavily traveled roadways, commercial, secured, and residential properties. 
• Be physically fit, nimble, able to work extended hours in the field and physically capable of lifting, pulling, or pushing material or equipment weighing up to fifty (50 pounds, such as storm sewer and manhole covers). 
• Work experience using GPS receivers and GIS collectors such as Agile Assets, Mobile Manager, Field Maps, and/or Survey123. 
• Ability to drive a motor vehicle for extended periods of time and long distances. 
• Ability to communicate effectively both orally and in writing. 
• Ability to maintain an effective working relationship with co-workers, supervisors, officials, and the public. 
• Knowledge of roadway, drainage infrastructure and general construction processes. 
• Knowledge of and the ability to use, various personal computers or smart mobile devices. 
• Knowledge of ArcGIS Pro standard and advance tools to create and edit simple and complex features. 
• Knowledge of cartographic conventions and mapping standards, datum and coordinate systems. 
• Knowledge of database design, data transfer, data formats and conversion techniques. 
• Knowledge of Microsoft Office software, including Word, Excel, Teams, OneDrive, among others.

MINIMUM QUALIFICATIONS 

• Graduate of an accredited four (4) year college or university with a bachelor’s degree in civil engineering, geography, geographical information systems or related field, with course concentration in GIS. Field experience not required for this option.

• Graduate of an accredited two (2) year technical college with an associate’s degree in civil engineering, geography, geographical information systems, or related field, with course concentration in GIS AND have a minimum of two (2) years of roadway/highway, water/sewer, or on site development project construction or inspection experience. 
  • OR 
• Graduate of an accredited high school or possess an acceptable equivalency diploma AND have a minimum of eight (8) years of roadway/highway, water/sewer or site development project construction or inspection experience. 
• Must possess a valid driver's license and be able to secure a valid Florida drivers' license at the time of employment. 

SPECIAL PREFERENCE: 

• One (1) year minimum experience using ArcGIS Desktop or ArcGIS Pro software. 
• Active FAA Part 107 Remote Pilot Certification 
• Previous UAS experience 
• Experience with LiDAR sensors 
• F.D.O.T. Intermediate M.O.T. Certification 
• F.D.E.P Sediment and Erosion Control: “Qualified Storm Water Inspector”. 
• Florida T2 Center’s “Long Term Pavement Performance (LTPP) – “Pavement Distress Identification”

SPECIAL REQUIREMENTS 

• This full-time position is based in Polk County, Florida. Flexibility may be required to support emergencies outside of regular business hours. All employees will be required to work before, during, or after an emergency. 
• During an emergency, employees may temporarily be assigned to work and perform duties outside the normal scope of their position, location and work schedule to fit the needs of the County and its residents.
