Under general direction, supervise and administer the City’s Solid Waste collection and disposal provide direction to VES Manager and Transit Manager. Perform related duties as required.
Direct subordinate supervisors in the planning, scheduling, assigning and supervising of personnel and equipment for collection and disposal of solid waste, transit, and vehicle maintenance services.
Prepare annual operating budget recommendations for collection and disposal and provide review of maintenance and transit budget, controls, and expenditures.
Compile data and prepare reports on monthly activities of departments, equipment needs, cost records, and special projects.
Develop, implement, and enforce departmental safety program and serve as coordinator of City of Tyler Safety Program.
Receive, investigate, and resolve customer complaints.
Supervise hiring, training, appraisal, promotion, and discipline of personnel.
Inspect landfill and assigned equipment regularly; ensures compliance with government regulations.
Provide direction and monitor the activities of the VES Manager.
Direct the preparation of the departmental budgets, monitor and review disposition of funds.
Review, monitor, and provide direction to achieve departmental objectives.
Develop and implement written departmental procedures.
Oversee preparation of specifications for vehicles, equipment and supplies. Maintain an accurate inventory of the City’s fleet equipment.
Direct the selection and training of personnel through subordinate supervisors.
Establish performance criteria for subordinate staff and establish work priorities, goals, objectives, and schedules.
Evaluate the adequacy and effectiveness of current Equipment Services’ programs and operations.
Prepare and present recommendations for improvements in policies, procedures, and operations, implement changes as needed.
Perform other related work as directed and/or required.
Must have considerable knowledge of mechanical skills, vehicle and equipment repair, and maintenance procedures.
Must possess excellent interpersonal and communication skills.
Must be able to read, write, speak, and understand the English language.
Must have the ability to work independently and make sound judgments, deal tactfully and effectively with those contacted in the course of work.
Must be able to analyze informational requirements and needs, develop logical solutions to problems, and provide technical advice and staff training.
Must possess considerable knowledge of managerial and administrative principles and practices related to the organization and operation of equipment maintenance and repair operations including parts, material, and fuel management.

Education and Experience:Bachelor’s degree in Government, Business Management, Engineering, Public Works, or other related field preferred. Must have at least four (4) years of progressively responsible managerial experience;a relevant combination of education and experience may be accepted.Must possess considerable knowledge of current methods and equipment used in the collection and disposal of refuse; accounting; budget preparation; modern supervisory principles and practices; operation and maintenance needs of heavy equipment and vehicles; ability to train and motivate others to accomplish objectives, to establish and maintain effective working relationships with other City employees, to communicate effectively orally and in writing with contractors, coworkers, and the general public. The City of Tyler will accept two years of relevant experience in place of each year of college required in the job description. Four years of relevant experience will be considered in place of an associate degree, and eight years of relevant experience will be considered in place of a bachelor's degree. Any experience required in the Minimum qualifications is in addition to years of experience substituted for a degree.
