DESCRIPTION OF DUTIES/ESSENTIAL FUNCTIONS

This position will report to the GISHW group in the Regulatory and Compliance & Utility Development (RCUD) Branch of Houston Water (HW), a service line of Houston Public Works (HPW) Department. This position works as primary support within a team of GIS professionals in a production Utility Network (ArcGIS Pro) environment, supporting the delivery of high-quality water and wastewater asset data to the Houston Public Works GIS enterprise system for the water and wastewater databases. Collaborates across business units to deliver GIS solutions through analysis, mapping, applications, field verification, field data collection, inspection updates, and reporting. Leverages tools such as Python, ModelBuilder, and FME to enhance workflows and outputs. Performs advanced and complex data analysis. Operates independently on complex projects, ensuring accurate tracking, reporting, and timely completion. Works as a team lead to ensure deadlines are met in a timely manner.

Essential Functions:
• Demonstrate proficiency in ArcGIS Pro 3.2+ for desktop editing, mapping, and geoprocessing tasks.
• Perform advanced and complex spatial data analysis using ArcGIS Pro, Portal, ArcGIS Online, and related extensions or add-ons.
• Leverage GIS tools and methods to solve complex spatial and operational problems.
• Digitize water and wastewater assets in the Utility Network (v5) and provide quality control for ongoing GIS production projects.
• Design, create, and maintain geospatial data, including standard QA/QC procedures; develop maps, datasets, and reports to support operational and strategic decision-making.
• Participate in the GIS on-call weekly rotation to support after-hours and high-priority requests as needed.
• Maintains positive working relationships and communicates effectively to contribute to a productive, supportive team environment.

Responsibilities:
• Update and continuously improve the quality of the water and wastewater enterprise databases, including regular data editing, validation, and reporting.
• Provide technical leadership and guidance on GIS enterprise systems, including Portal, ArcGIS Pro, ArcGIS Online, FME, Python, geoprocessing tools, and related geospatial technologies.
• Present analysis results and technical work to stakeholders and internal teams on a regular basis.
• Coordinate daily work activities and communicate effectively with supervisors, team members, and stakeholders.
• Contribute to workflow optimization, process improvements, and quality assurance initiatives.
• Consult with stakeholders to resolve issues, provide technical support, and perform quality control of deliverables.
• Support and deliver GIS projects involving mapping, analysis, application development, data engineering, and field verification.
• Ensure data quality and adherence to industry best practices for geodatabase development, design, and maintenance.
• Promote excellent customer service through proactive stakeholder engagement and timely, high-quality deliverables.
• Performs other duties as assigned.

WORKING CONDITIONS
This position involves routine walking, periods of sitting, and occasional stooping or bending. Occasional light lifting, such as three or four reams of papers or books (up to 40 pounds or equivalent weight) may be required.

This is a Department of Houston Public Works Management position at the Tier II level.EDUCATIONAL REQUIREMENTS
Requires an Bachelor’s degree in Geographic Information Science, Computer Science, Planning, Geography or a closely related field.

EXPERIENCE REQUIREMENTS
Two years of professional experience working with a comprehensive geographic information system are required.

Professional experience working with a comprehensive geographic information system may be substituted for the degree requirement on a year-for-year basis.

LICENSE REQUIREMENTS
NonePreference may be given to applicants who have experience designing or reviewing plans for sanitary sewer and water utilities and/or proficiency using GIS; possess excellent technical writing skills, communication and research skills, and the ability to interpret and explain City procedures.

**Preference shall be given to eligible veteran applicants provided such persons possess the qualifications necessary for competent discharge of the duties involved in the position applied for, such persons are among the most qualified candidates for the position, and all other factors in accordance with Executive Order 1-6.**SELECTION/SKILLS TESTS REQUIRED: None
