Marketing Statement


Under general supervision of the Director- Accounting, the Senior Financial Analyst provides advanced financial analysis, modeling, compliance monitoring, and portfolio reporting for properties acquired by PHA’s Affiliate. This role also supports the Affiliates responsibilities under its bond financed acquisition program, including financial reporting, indenture compliance, revenue tracking, reserve monitoring, and ongoing disclosure requirements tied to the issuance of bonds.


This position works closely with Accounting, Treasury, Budget, Asset Management, Development, and the Trustee to ensure that the Affiliate meets all obligations under the Trust Indenture, Loan and Security Agreement, and Limited Guaranty Agreement.

The salary range for this position is $85,157 - $106,447 annually. Placement at any specific point within the stated range is not guaranteed for any candidate. Final compensation will be determined based on the selected candidate's qualifications, experience, and skills, as well as internal equity and organizational considerations.


Qualifications


Minimum education

Bachelor’s degree in Finance, Accounting, Economics, Real Estate Finance, or related field.


Minimum experience

Five (5) years of financial analysis experience


Alternative Qualifications

An equivalent combination of education, training and experience may be considered upon review by HR.


Preferred Qualifications/Experience

Master’s degree (MBA, MPA, Finance, or Real Estate); Experience with municipal bonds, Trust Indentures, arbitrage rebate, or continuing disclosure requirements; Experience with PeopleSoft Financials or similar ERP.


Knowledge, Skills, and Abilities

Strong financial modeling and analytical skills; Advanced Excel skills (pivot tables, modeling); Knowledge of bond financing, debt structures, or public sector borrowing; Understanding of portfolio management, property operations, and real estate financial metrics; Ability to interpret complex financial documents, including large datasets, budgetary data, Indentures and Official Statements; Strong communication and presentation skills.


Responsibilities


Analyze financial performance of acquired properties including rental income, operating expenses, capital needs, funding structures, and cash flow results; Conduct variance analysis comparing actual results to budgets, underwriting assumptions, and pro forma projections to identify performance gaps and trends; Evaluate operational and financial drivers such as revenue trends, occupancy levels, operating cost changes, and capital expenditure impacts on property performance; Support financial modeling and investment analysis for proposed acquisitions and redevelopment projects, including cash flow projections, ROI analysis, scenario modeling, and property valuation; Review and analyze due diligence materials including rent rolls, operating statements, market studies, capital needs assessments (CNA), and appraisal reports; Monitor financial performance of partnership structures including mixed-finance, tax credit, LP/LLC, joint venture, and other funding arrangements; Develop and maintain portfolio reporting tools and dashboards to track financial health and operational performance across PHA-owned or managed properties; Prepare monthly, quarterly, and annual financial reports for PHA leadership, finance executives, lenders, and other stakeholders; Support budgeting and financial planning processes, including development of annual property budgets, multi-year financial plans, and performance forecasts; Ensure compliance with financial, regulatory, and partnership requirements, including HUD rules, grant requirements, bond-financing indentures, and restricted fund usage; Coordinate with internal teams and stakeholders including Accounting, Development, Asset Management, and Property Management to ensure accurate financial reporting, reconciliations, and informed operational decisions; Support risk management, audits, and strategic initiatives by identifying underperformance trends, contributing to investment recommendations, assisting with external reporting and audits, and supporting special financial or real estate analysis projects.
