This position is subject to budget required furloughs to be implemented in the 2026 calendar year, and any furloughs subsequently approved.
Serve as the functional SME and advocate for the PeopleSoft Human Resources application, supporting modules such as Core HR, Position Management, Benefits Administration, Payroll, Time and Labor, Base Benefits, Manager Self Service, Employee Self Service, and related HCM functionality.
Partner with Human Resources/Payroll and other departmental stakeholders to identify opportunities for process improvement, system optimization, and improved integration across modules.
Manage application security for HR Users, Employee Self Service, and Manager Self Service.
Analyze, scope, re-engineer, and implement business requirements to enhance HR operations; guide design, configuration, and testing of system solutions.
Execute functional or business tasks; coordinate involvement of other team members; maintain issue logs; escalate issues, risks, and initiatives to management as appropriate.
Provide production support and ongoing end-user training, including researching and resolving issues, coordinating with the technical development team, and reviewing documentation provided by Oracle for legal/regulatory updates, maintenance packs, and upgrades.
Evaluate and manage the impact of system changes to ensure continuity between integrated modules such as HR, Payroll, and Benefits; verify readiness of updates prior to moving to production.
Develop business cases and functional design documentation outlining proposed changes, rationale, and benefits, lead testing and implementation of approved system initiatives and enhancements.
Lead PeopleSoft HR projects through the full development lifecycle, including requirements definition, process design, configuration, testing, training, validation, and post-implementation support.
Act as the liaison between HR end-users and the technical support team, ensuring business requirements are clearly communicated and technical solutions meet operational needs.
Analyze and assess the functional needs of HR divisions and recommend, design, and implement improved business processes.
Prepare reports and data analysis to support decision-making, compliance, and workforce planning.
Effectively communicate with City management, HR leadership, and end-users to present information, respond to inquiries, and resolve issues.
