Position Summary

The Regulatory & Compliance Specialist is responsible for ensuring the organization maintains full compliance with federal, state, and local telecommunications regulations. This role oversees regulatory reporting, licensing, franchise compliance, and internal compliance programs related to broadband operations, network deployment, and customer service standards.

This position works cross-functionally with Engineering, Construction, Customer Care, Finance, and Legal teams to help interpret regulatory requirements, maintain required filings, and support the company’s strategic growth while minimizing regulatory risk.

This role may be filled as a developmental opportunity for a high-potential candidate with the ability to grow into full regulatory and compliance ownership.

Key Responsibilities

Regulatory Compliance Management

·        Monitor and interpret federal, state, and local telecommunications regulations affecting broadband and telecom operations.

·        Support compliance with FCC, USAC, NECA, DoJ, state utility commission, and local regulatory requirements.

·        Assist in maintaining compliance with broadband grant requirements and reporting obligations.

Reporting & Filings

·        Prepare and submit required regulatory reports including FCC filings, USAC filings, NECA filings, DoJ filings, and state reporting.

·        Maintain accurate regulatory records, documentation, and audit files.

·        Coordinate company responses to regulatory inquiries, audits, or investigations.

Policy & Program Development

·        Develop and implement internal compliance programs, policies, and procedures.

·        Conduct internal audits to evaluate compliance with telecom regulations and company policies.

·        Provide recommendations to leadership regarding regulatory risks and mitigation strategies.

Cross‑Department Collaboration

·        Partner with Engineering, Network Operations, Construction, Finance, and Customer Operations to ensure regulatory compliance during network expansion and operations.

·        Support franchise agreements, pole attachment agreements, and right‑of‑way compliance.

·        Coordinate with internal and external legal resources as needed.

Training & Communication

·        Provide training and guidance to internal teams regarding regulatory requirements.

·        Maintain awareness across departments of regulatory changes.

·        Communicate compliance expectations and best practices.

Government & Industry Relations

·        Serve as the primary internal contact for regulatory agencies.

·        Monitor regulatory developments affecting telecommunications and broadband providers.

·        Assist leadership in evaluating regulatory impacts on operations.


Qualifications

Education

·        Bachelor’s degree in Business, Telecommunications, Business Administration, Public Policy, Law, or related field required, or comparable experience.

Experience

·        5–10 years of experience in telecommunications, broadband operations, finance, regulatory support, or related fields.

·        Candidates with less direct regulatory experience but strong analytical and operational backgrounds will be considered.

Working Conditions

·        This position will primarily be in an office or remote work environment.

·        Occasional travel may be required.

·        Periods of sitting/standing, keying, and viewing screens required.

 

Compensation

·        This Exempt( salary) position pays $80,200-$93,000 annually
