The Department manages and oversees contracted community agencies providing programs and services for behavioral health prevention and treatment, housing and community development, individuals and families experiencing homelessness, youth and adult education and employment, veterans, older adults, women's program services and developmental disabilities.We are seeking an energetic and experienced professional to take on a Special Duty Assignment (SDA)/Term Limited Temporary (TLT) assignment to become DCHS’ second Public Records Officer, Project/Program Manager II. This position will support and report to the Public Records Officer, Project/Program Manager III, who is currently responsible for managing the public records request function for the department, serving as a point of contact for public record requests, coordinating responses for requests, and ensuring production of requested records are consistent with established countywide policies and guidelines as well as state and federal laws.Successful candidates will demonstrate interpersonal savvy, composure, and ability to learn on the job in a fast- paced environment that requires frequent re-prioritization of work. Integrity, trustworthiness, a commitment to King County's equity and social justice principles and quality peer relationships are important values.This recruitment is to fill a Term-Limited Temporary (TLT) position that is anticipated to be 12 months in duration. If filled by a King County employee who has passed their initial probation, the TLT will be as a Special Duty Assignment (SDA).To be considered minimally qualified applicant must demonstrate a background that provides the knowledge, skills and ability to:
- Manage and oversee DCHS's public disclosure requests under Washington State Public Records Act (RCW 42.56), focusing on a limited subset of DCHS public records requests (e.g. relating to division or program).
- Identify and coordinate production of public records to meet legaldeadlines.
- Communicate and meet with record holders and requestors to facilitate responses and ensure all responsive records are identified within required timeframes.
- Consult with the Prosecuting Attorney's Office on legal issues related to public records requests, legal holds, and discovery and litigation.
- Review responsive records for redactions and withholding exemptions.
- Maintain logof public record requests, legal holds, and discovery requests, and ensure shared awareness when necessary.
- Perform other duties as assigned.
WE ARE LOOKING FOR CANDIDATES WHO HAVE:
- A minimum of one (1) year of working experience associated with the Washington State Public Records Act (RCW 42.56)
- Intermediate to advanced level skill using Microsoft Word, Excel, Outlook, Access, AdobePro, and SharePoint.
- Ability to handle multiple competing priorities, organize and manage workload, and make decisions necessary to respond in an expeditious manner.
- The ability to provide strong customer service skills with all internal and external customers.
- Ability to work and communicate effectively with technical staff.
- Ability to identify and prioritize time sensitive matters and respond with a sense of urgency while adapting to changes in workload demands.
- Demonstrated ability to work independently with minimal guidance and oversee smooth operations of the Department's records procedures and practices.
- Demonstrated skill and experience in maintaining a high level of confidentiality and exercising good judgment independently.
DESIRED EXPERIENCE, QUALIFICATIONS, KNOWLEDGE, SKILLS:
- Two (2) or more years' experience in project/program management.
- Experience working in a public agency or healthcare organization setting.

- This position has been designated Non-Mission Critical. - The team works in a hybrid model, with days in the office as well as telecommuting. The ratio of remote to onsite work will be dependent on business needs and is subject to change.The primary onsite location is Chinook, 401 5thAve, Seattle, WA 98104. Employees must reside in Washington state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements.
King County has a robust collection of tools and resources to support working remotely. The individual selected for this opportunity will join an innovative and progressive team that is redefining how we work as we transition to the department's hybrid environment. Employees will be provided with a County-issued laptop and must maintain a home workspace with an internet connection where they can reliably perform work and remain available and responsive during scheduled work hours.
- This position is scheduled to work 40 hours per week, Monday - Friday, 8am - 5pm. This position meets the provisions of the Fair Labor Standards Act and is overtime eligible with supervisory pre-approval.
