EPMO Program Manager – Federal Portfolio

Location: Washington, DC (Hybrid On‑Site Support)

Seeking an EPMO Program Manager to support a federal client in Washington, DC. This role leads enterprise program management activities across a large IT and research portfolio, ensuring strong governance, disciplined execution, and alignment with agency priorities. The Program Manager oversees portfolio‑wide scheduling, financials, acquisitions, reporting, and coordination across programs and stakeholders. Success requires a proactive, organized leader with excellent customer service skills.

Responsibilities

  • Lead program management execution across scope, schedule, cost, risk, and quality
  • Establish and manage EPMO governance frameworks, policies, and operating procedures
  • Supervise EPMO staff and coordinate with cross‑functional teams
  • Oversee the Project Management Plan (PMP), Integrated Master Schedule (IMS), and lifecycle documentation
  • Serve as Product Coordinator for program management tools, including requirements gathering and backlog prioritization
  • Manage portfolio‑wide scheduling, dashboards, and performance reporting
  • Monitor program performance and recommend corrective actions
  • Coordinate with senior stakeholders to align execution with strategic goals
  • Develop program deliverables such as reports, roadmaps, charters, and executive briefings
  • Oversee financial and acquisition support, including procurement planning and funding analysis
  • Ensure compliance with federal acquisition, financial management, and IT governance requirements
  • Support continuous process improvement across EPMO processes, tools, and training
  • Collaborate with development teams to support Agile execution and system enhancements

Requirements

  • Bachelor’s degree in business management, computer science, or related field
  • PMP certification and Scrum Master/Product Owner certifications with 4+ years applied experience
  • 10+ years of program/project management, including 5+ years supporting an EPMO in a federal research environment
  • Demonstrated experience supporting the technology lifecycle of transportation research projects
  • Strong understanding of project management methodologies and best practices
  • Minimum 5 years managing federal EPMO operations and coordinating development teams
  • Proven ability to interpret policies and procedures to meet organizational goals
  • Extensive hands‑on experience with Scrum leadership, team management, communication, and resolving complex project issues
