Program Management Analyst (Healthcare / HealthIT)

Salary: $81,000 – $101,000 + benefits

The Program Management Analyst will support a large-scale Health IT transformation initiative within the federal government. This role provides program management, strategic analysis, and operational support for high-priority modernization efforts. The Analyst will evaluate program effectiveness, measure performance and outcomes, identify improvement opportunities, and support execution of complex organizational change initiatives.

Key Responsibilities

  • Conduct structured reviews and evaluations of current and future healthcare programs to assess quality, effectiveness, and efficiency.
  • Measure program performance and outcomes; identify risks, gaps, and opportunities for improvement.
  • Support day-to-day program operations to ensure alignment with established goals and objectives.
  • Perform program planning, audits, evaluations, and analysis across multiple healthcare programs and projects.
  • Support program analysis and strategic planning activities, including integrated master scheduling, event planning, Congressional Affairs support, metrics development, financial management systems, and risk management.
  • Provide subject-matter input on program evaluation, organizational improvement, project management, and process reengineering.
  • Assist with identifying program resources and developing reports, briefings, and supporting documentation.
  • Support multiple concurrent transformation initiatives by planning, organizing, prioritizing, and monitoring progress and results.
  • Participate in change management, business process reengineering, performance management, and data analysis efforts.
  • Collaborate with senior leadership, including preparing materials for and participating in executive-level meetings and briefings.
  • Contribute to modernization initiatives aimed at streamlining operations, simplifying decision-making, and strengthening accountability.

Requirements

  • Ability to pass a federal background investigation and obtain a Public Trust clearance
  • Bachelor’s degree
  • Minimum of 3 years of experience in program analysis, program management, and/or management consulting
  • Experience working with integrated healthcare systems
  • Background in program evaluation, performance measurement, and outcome analysis
  • Experience in program analysis, strategic planning, integrated master scheduling, event planning, Congressional Affairs, metrics, financial management systems, and risk management
  • Knowledge of organizational transformation, change management, and process improvement initiatives
  • Understanding of federal government financial management and budget processes, program evaluation methodologies, and healthcare operations
  • Excellent written and verbal communication skills, with the ability to present complex information to senior executives
  • Strong organizational skills and ability to manage multiple priorities simultaneously
  • Ability to work effectively in a collaborative team environment and provide constructive feedback
  • Prior consulting experience supporting health transformation initiatives is highly desired
