The City of Greensboro is seeking an experienced and people-centered People & Culture Representativeto support the Water Resources Department through strategic human resources leadership and employee support services. This role serves as a trusted advisor to employees, supervisors, and managers while ensuring compliance, consistency, and professionalism across all People & Culture functions. Compensation and Benefits:

Estimated Hiring Salary Range: $62,289.00 - $71,187.00 Full Salary Range: $54,102.00. - $96,819.00 Annually

The Water Resources Department delivers critical water and wastewater services that protect public health and support Greensboro’s growth and sustainability. Behind these essential operations is a workforce dedicated to serving the community every day. The department’s People & Culture team supports that workforce by providing guidance, compliance oversight, recruitment support, training coordination, and employee relations expertise.

About the Role:

The People & Culture Representative provides advanced professional human resources support and serves as a subject matter expert for the Water Resources Department. This job is Exempt and is not subject to the overtime provisions of the Fair Labor Standards


Key Responsibilities:

  • Provide the full scope of People & Culture services for the Water Resources Department
  • Advise employees, supervisors, and managers on City personnel policies and procedures
  • Ensure compliance with applicable regulations and policies to reduce organizational risk
  • Assist with performance evaluations, employee relations matters, and workforce planning
  • Coordinate employee training and professional development initiatives
  • Support recruitment, hiring, onboarding, and termination processes
  • Provide leadership and guidance to departmental Business Partners
  • Directly supervise two Business Partners within the department
  • Assist with pre-corrective action hearings and sensitive employee matters
  • Handle highly confidential information with professionalism and discretion
  • Exercise sound judgment and independent decision-making in complex situations

Minimum Qualifications:
  • Valid Driver's License
  • Bachelor's Degree
    • OR an equivalency of an Associate's Degree with 5+ years of Human Resources experience
  • 1+ years of Human Resources experience (e.g., benefits support,administrative/liaison role, onboarding, I-9 verification, ATS, Kronos/Payroll systems) or directly related experience.
  • Proficient with Microsoft Office
  • Experience communicating effectively with employees at various organizational levels, from management to frontline staff.
  • NC Notary (Or ability to obtain within 6 months).

An Ideal Candidate Would Also Possess (Preferred Qualifications):
  • Bachelor's Degree in Human Resources, Business Management, or related field
  • Experience working in a local government
  • Experience with HRIS systems (e.g., InforGHR)
  • Experience with Kronos or similar timekeeping systems
  • Human Resource related Certification (PHR, IPMA-CP, SHRM-CP)
  • Ability to provide direction, training, and support to staff members.
  • Notary Public
