The Public Works Agency is seeking a strong operational leader to join the team as the Parking Administrator, overseeing the City's new Parking Department. The Parking Administrator reports to the Executive Director of Public Works and will provide leadership, vision and strategic direction in the development, implementation and operation of the City's public parking programs including on-street and off-street parking. This position establishes strategic plans and authority in developing departmental goals, policies and operational standards to ensure compliance with all applicable laws and community guidelines related to parking operations. Recent parking infrastructure improvements in the City include two new structures at the Civic Center Campus and one at ONT Field, with an additional structure currently being built at the Ontario Sports Empire. Looking ahead, the City is planning further developments, including a Downtown Ontario parking structure and the implementation of paid on-street parking.

The successful candidate will demonstrate the ability to build strong working relationships at all levels with their team, internal departments, and outside agencies; develop and foster long-term partnerships with community stakeholders; and have a proven track record for sound judgment, problem solving, efficiency, follow-through, and producing extraordinary results.Additionally, the successful candidate will embody the City's mission and vision as well as the qualities of a "Five Tool Player" -Leader, Thinker, Communicator, Operator and Public Servant - and the City's Customer Service Philosophy– Empathy, Respect, and Problem Solving.

The following procedures will apply:
  • The Eligibility List will consist of both internal and external applicants who meet the qualifications and successfully complete any required selection processes.

The essential functions typically performed by the Parking Administrator include the following:
  • Assists the Executive Director Public Works in managing the Public Works Agency; exercises direct supervision over assigned management, professional, and administrative support staff; assumes the duties of the Executive Director Public Works in the absence of the Executive Director Public Works.
  • Provides responsible staff assistance to the Executive Director Public Works; conducts a variety of organizational studies, investigations, utility rate studies and operational studies; recommends modifications to financial programs, policies, and procedures as appropriate.
  • Assists in the development of department goals and objectives; assists in the development of and implementation of policies and procedures. Develops and implements division goals, objectives, policies, and procedures.
  • Plans, organizes, and directs the activities of the assigned programs, including Public Works Administration, Design & Construction, Engineering, Fleet, Facilities, Integrated Waste, and Parks & Street Maintenance operations, and Citywide customer relations.
  • Manages and participates in the development and implementation of short and long-term goals, objectives, policies, and priorities for the Departments; and recommends and communicates appropriate application of policy and operational procedures.
  • Develops and implements strategic plans, policies and procedures, and long-range maintenance capital improvements.
  • Monitors and evaluates the efficiency and effectiveness of service delivery methods and procedures; recommends, within departmental policy, appropriate service, and staffing levels.
  • Selects, trains, and evaluates assigned personnel; provides or coordinates staff training; works with employees to correct deficiencies; and implements discipline and termination procedures. Recommends employees for recognition and discipline.
  • Oversees and participates in the development and administration of assigned budgets; participates in the forecast of funds needed for staffing, equipment, materials, and supplies; monitors and approves expenditures; and implements budgetary adjustments as appropriate.
  • Ensures that City personnel and administrative policy and employee contractual agreements are implemented and applied consistently within the Agency.
  • Attends and participates in professional group meetings; maintains awareness of new trends and developments in the field of public works, including legislation, court rulings and professional practices and techniques; and recommends and incorporates new developments as appropriate.
  • Responds to and resolves difficult and sensitive citizen inquiries and complaints.
  • Acts as a technical advisor to the Executive Director Public Works and attend meetings of the City Council, boards, commissions, and committees.
  • Participates in the Public Works Agency process for City Council agenda management including the review and approval of staff reports and other materials submitted for City Council consideration and action.
  • Researches and prepares technical and administrative reports; prepares written correspondence.
  • Communicates with stakeholders concerning project information, City goals, and policies.
  • Maintains familiarity and experience with applicable federal, state, and local laws, ordinances, codes, and regulations, occupational hazards, safety precautions, and permits applicable to department operations, including, but not limited to: CalRecycle state mandates, Air Quality Management District (AQMD), California Air Resources Board (CARB), and National Pollutant Discharge Elimination System (NPDES) permit program.
  • Remains available for emergency situations in an on-call status after regular work hours.
  • Performs related duties and responsibilities as assigned.

Education
Bachelor’s Degree from an accredited college or university in Public Administration, Business Administration, Urban Planning, Transportation, or a closely related field

Experience

Five years of progressively responsible professional experience in parking operations, transportation management, contract administration, or a closely related field, including two years in a managerial capacity.

Desirable

A Master’s Degree in a related field is highly desirable. Municipal/public sector government experience is highly desirable.

Licenses
Valid Class C California driver’s license and acceptable driving record at time of appointment and throughout employment.How to Apply
