REQUIRED QUALIFICATIONS

Education:

• Bachelor’s degree in legal studies, business, risk management, or a related field; master’s degree preferred.

Experience:

• Minimum of three (3) years of experience in the legal field, risk management, employee benefits, or a related area.

• Paralegal certification from an accredited program strongly preferred (e.g., NALA, NFPA, or FRP through The Florida Bar).

• Public sector, education, or government experience preferred.

• Experience with litigation support, document review, public records processing, and/or contract management preferred.

• An equivalent combination of education and experience may be considered.

• Possession of a valid Florida Driver’s License, or agreement to obtain one within thirty (30) days of employment if holding a

valid driver’s license issued by another U.S. state, unless accommodation is required.


REQUIRED SKILLS

• Working knowledge of Florida laws and regulations applicable to school districts, including:

o Chapter 119, Florida Statutes (Public Records)

o Chapter 286, Florida Statutes (Sunshine Law)

o Chapter 1012, Florida Statutes (Personnel)

o Chapters 1000–1013, Florida Statutes (K–12 governance and facilities)

o FERPA, Title IX, ADA, FLSA, and related regulations

• Knowledge of Florida and Federal Rules of Civil Procedure and applicable court rules.

• Strong legal research, analysis, and writing skills.

• Ability to review, organize, and analyze documents; identify issues; and make sound recommendations.

• Proficiency in Microsoft Office, Adobe, and document management systems.

• Ability to manage confidential and sensitive information with discretion and sound judgment.

• Exceptional organizational and time-management skills, including the ability to meet deadlines and manage competing

priorities.

• Ability to work independently or collaboratively in a team environment.

• Effective oral and written communication skills, with a positive and professional customer-service orientation.

POSITION GOAL

To provide comprehensive risk management and litigation support services for Volusia County Schools, including coordination of liability claims, litigation preparation, and investigative support, under the direction of the General Counsel.


PERFORMANCE RESPONSIBILITIES

• Coordinate with risk consulting services to prepare reports for bi-annual actuarial studies used in budgeting for general liability,

workers’ compensation, and fleet claims.

• Manage contracts related to property, excess liability, and excess workers’ compensation insurance, including third-party administrator (TPA) contracts.

• Coordinate with TPAs to manage general liability, fleet, and workers’ compensation claims through resolution.

• Prepare, submit, and track School Board agenda items related to insurance contracts and risk management matters.

• Manage property damage claims to recover losses associated with damage to School Board property.

• Review Comprehensive Accident Reports districtwide; assign reports for further investigation as necessary and coordinate corrective action related to identified safety concerns.

• Review invoices from outside legal counsel and resolve discrepancies prior to approval for payment.

• Maintain and distribute certificates of insurance reflecting the School Board’s insurance coverage.

• Report payroll information to the State of Florida CFO for workers’ compensation purposes and ensure timely payment of all required quarterly assessments, including SDTF payments.

• Maintain legal files, indices, correspondence logs, timelines, and electronic repositories in accordance with state records retention schedules.

• Use district document management systems and public records platforms to organize, track, and safeguard legal materials.

• Serve as Litigation Paralegal in support of the General Counsel or Staff Attorney, including compiling, organizing, and maintaining documents, records, and evidentiary materials related to liability claims and litigation.

• Coordinate with outside counsel, insurers, TPAs, and district departments to support litigation defense efforts, including preparation and review of discovery responses and document productions.

• Assist with investigations related to liability claims by gathering statements, records, and factual information from administrators, employees, witnesses, and third parties.

• Prepare litigation support materials such as claim summaries, chronologies, discovery responses, and evidentiary files as directed by the General Counsel or Staff Attorney.

• Serve as a central point of contact for litigation-related information requests, ensuring timely, accurate, and legally compliant

responses consistent with confidentiality, public records, and litigation hold requirements.

• Review departmental procedures and recommend improvements or policy updates upon request.

• Perform other related duties assigned by the General Counsel, or Superintendent.
