Oracle HCM Learning Lead / Solutions Analyst

📍 New York, NY

📅 Contract: 13 weeks with possible Extension

⏳ Hours (35 hours/week)

💲 Pay Rate: $65 to $70/hour on W2


Key Responsibilities

  • Lead design workshops with HR, Workforce Development, and clinical education teams
  • Architect and configure Oracle Learning Cloud (courses, certifications, learning paths, compliance programs)
  • Design automated learning assignment rules based on position, department, and location
  • Configure and track mandatory clinical compliance training (HIPAA, Joint Commission, patient safety, etc.)
  • Integrate Oracle Learning with Core HCM and Position Management
  • Develop dashboards and reports using OTBI (completion rates, compliance tracking, certification expiry)
  • Lead UAT cycles and coordinate testing across stakeholders
  • Manage the migration of legacy LMS data from PeopleSoft Enterprise Learning Management
  • Provide post-implementation support and mentor junior analysts


Required Qualifications

  • 2+ years of experience with Oracle Learning Cloud implementation
  • Experience in healthcare or highly regulated environments
  • At least 2 full lifecycle Oracle Cloud HCM implementations
  • Strong expertise in:
  • Oracle HCM Cloud (Core HR, Learning, Benefits, Absence, Reporting)
  • Learning assignment rules and automation
  • Compliance training frameworks (HIPAA, Joint Commission, CMS)
  • Experience with system integrations and data migration
  • Familiarity with PeopleSoft Enterprise Learning Management (ELM)
  • Strong analytical, communication, and stakeholder management skills
  • Oracle HCM Cloud certification preferred
