Reporting to the Human Resources Supervisor, the Human Resources Specialist (HR Specialist) is responsible for the successful execution of personnel actions, entries, and customer service in accordance with Louisiana State Civil Service rules and Port NOLA policy. The HR Specialist works collaboratively with Human Resources team members, directors, and other stakeholders to ensure company policies and procedures align with applicable laws and regulations.

This position is responsible for aligning business objectives with employees and directors in designated business departments within Port NOLA. The position formulates partnerships across the HR function to deliver value-added service to management and employees that reflects the mission, vision, and values of Port NOLA.

Six years of human resources experience; OR

Six years of full-time experience in any field plus three years of human resources experience; OR

A bachelor’s degree plus three years of human resources experience; OR

An advanced degree in human resources, business administration, public administration, industrial and organizational psychology, organizational behavior, or a Juris Doctorate plus two years of human resources experience.

EXPERIENCE SUBSTITUTION:
Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field.

Designation as a Society for Human Resource Management Certified Professional (SHRM-CP) or Senior Certified Professional (SHRM-SCP), Professional in Human Resources (PHR), or a Senior Professional in Human Resources (SPHR) will substitute for a maximum of one year of the required experience.The official job specifications for this role, as defined by the State Civil Service, can be found here.Job Duties:
  • Coordinates full-cycle recruitment activities, including sourcing, outreach, candidate selection, and participation in career fairs and recruitment events.
  • Collaborates with managers to assess workforce needs, interpret Civil Service rules, and develop effective staffing and position solutions.
  • Maintains position descriptions and job postings in compliance with Civil Service guidelines; oversees onboarding and offboarding processes.
  • Manages HRIS and LaGov systems by entering and auditing employee and position data, generating reports, and ensuring data accuracy.
  • Oversees position control and job classification activities, including job reviews, reallocations, and coordination of job studies with Civil Service.
  • Administers the agency’s Continuous Performance Management program, including evaluations, training, coaching, reporting, and compliance with the Performance Evaluation System (PES).
  • Provides customer service and HR guidance to employees and managers, supports process improvements, and collaborates across departments to enhance efficiency and engagement.
  • Coordinates employee benefits and wellness programs, including enrollment, education, issue resolution, and administration of the Shipshape Wellness Program, while supporting overall People & Culture operations and repo


Position-Specific Details:
Appointment Type: Probational, Promotional, or Job Appointment
Career Progression: This position does not participate in the Career Progression Group (CPG) and will be filled as a Human Resources Specialist only.
Work Schedule: The position currently consists of working a forty (40) hour work week (Monday-Friday).
