AboutColorado Energy & Carbon Management Commission (ECMC):
The Colorado Energy & Carbon Management Commission (ECMC) regulates the development and production of Colorado's natural resources, including oil and gas,geothermal energy, and carbon capture and storage. The ECMC's mission is to do so in a way that protects the environment, public health, safety, and welfare.

The Mission of the Energy and Carbon Management Commission (ECMC) is to regulate the development and production of oil and gas, deep geothermal resources, the capture and sequestration of carbon, and the underground storage of natural gas in a manner that protects public health, safety, welfare, the environment and wildlife resources. The purpose of the Environmental Unit is to improve the environmental legacy of oil and gas and carbon energy development in Colorado and ensure proper management of E&P Waste, cleanup of spills and releases, and final reclamation of locations.

This position leads the Reclamation Group within the Environmental Unit in the implementation of ECMC rules for oil and gas well locations and facilities, including topsoil protection, stormwater compliance, and reclamation success. This position develops processes and procedures to monitor operator compliance with ECMC wildlife, reclamation, and stormwater rules. This position develops metrics to track, analyze, and report on the success of interim and final reclamation at oil and gas locations and facilities.


This position develops and implements procedures and processes to ensure that reclamation specialists are conducting necessary and appropriate onsite inspections, consistently documenting observations through qualitative and quantitative measures across the State. This position coordinates with the Reclamation Group Work Leaders Environmental Supervisors, and other ECMC Units to establish appropriate benchmarks for performance, standards for review, and consistent application of ECMC rules statewide.


This position has full supervisory authority for nine (9) positions. This position is responsible for the formal supervision of subordinate positions and is accountable, including signature authority, for actions and decisions that directly impact pay, status, and tenure. This position provides documentation to support recommended corrective and disciplinary actions, signs performance plans and appraisals, and resolves informal grievances. This position also manages filling vacant positions within the Reclamation Group in the Environmental Unit.


Specific job duties include but are not limited to:
  • This position supervises nine (9) employees, conducts performance appraisals using feedback and insights provided by Work Leaders, evaluates workload across the work group and establishes regional work assignments and areas.
  • Responsible for analyzing site inspection data to identify trends that outline success or failure of reclamation rules, policies, and processes.
  • Serve as a technical expert in the areas of topsoil protection, stormwater management, interim and final reclamation procedures and processes, plant identification by species, seed mixture development, and impediments to successful reclamation.
  • Work with Hearings Staff to review and evaluate 502.b Variance Requests, will establish standards of review and workflow processes to ensure that reviews are conducted as necessary and the outcome of the reviews include any necessary edits or Conditions of Approval (COA) for consideration by the Commission, and will supervise the drafting of the Director’s Recommendation to the Commission.
  • Refers matters for enforcement, as appropriate, monitors their progress through the enforcement process and assigns staff resources to support the Enforcement Unit as necessary for the successful implementation of statutory objectives and agency policies.
  • Responsible for identifying, writing, and maintaining reclamation guidance documents for industry and standard operating procedures for staff for reclamation processes.
  • Conduct staff training, training programs for the regulated community, and outreach to industry and other stakeholders regarding reclamation processes and measures of success.

Minimum Qualifications:
Experience Only:

Nine (9) years of relevant experience in an occupation related to the work assigned to this position.

OR

Education and Experience:

A combination of related education and/or relevant experience in an occupation related to the work assigned equal to nine (9) years.

(Relevant degrees may include: Restoration Ecology, Conservation, Wildlife Biology, Wildlife Management, Botany, Natural Resources, Geology, Natural Sciences, Environmental Science, Biology, Zoology, or similar fields of study.)

Substitutions:

Additional appropriate education will substitute for the required experience on a year-for-year basis.

Preferred Qualifications:
  • Current or former State experience

  • Excellent written and verbal communication skills

  • Familiarity of Colorado oil and gas rules and regulations

  • Technical background in oil and gas reclamation to demonstrate understanding of the scientific and technical concepts involved oil and gas regulation

  • Education and/or experience with plant identification, agronomic soils and profile analysis, wildlife and/or weed management strategies

  • Certification and/or experience in stormwater management

  • Excellent analytical and organizational skills and the ability to operate in a politically sensitive environment

  • Leadership and/or supervisory experience in oil and gas reclamation

  • Excellent personal computer skills using the MS Office software suite and Google applications,will be necessary for success in this position

  • Demonstrated experience researching, analyzing, and interpreting the law (State and Federal), constitutions, statutes, rules, conceptual models, professionalstandards, and legal precedents

  • Knowledge and experience in reading, writing, and interpreting legal documents

  • Working with the general public, oil and gas professionals, consultants, and staff, with sensitivity to their needs, priorities and commitments

The current work arrangement for this position is as follows:

  • Hybrid: This position will work from a home office with travel to field locations and occasional travel to the main Denver office as directed by Supervisor.

Conditions of Employment:
  • Colorado residency is required at the time of application.
  • This is a Hybrid position - Work is primarily performed from a home office, however the selected candidate must be willing and able to, at times, report to the office at 1120 Lincoln Street, Suite 801 - Denver, CO or other locations for meetings, training, and projects as directed by the supervisor.
