Three years of human resources experience; ORSix years of full-time experience in any field; ORA bachelor’s degree.EXPERIENCE SUBSTITUTION:Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. Job Duties:
Duties include, but are not limited to:
Talent Acquisition:
- Advises and partners with assigned Divisions on the guidelines and procedures needed to fill vacancies in accordance with Civil Service rules, federal requirements and LDR policy. Ensures the appropriate documentation of such actions are maintained.
- Posts job openings in LA Careers, creates exam plans, and determines/verifies applicants meet minimum qualifications established by Civil Service. Makes vacancy list available to internal employees.
- Submits referral lists and applications of qualified applicants to hiring manager for review. Instructs hiring manager on next steps within the hiring process. Notifies remaining applicants once hired candidate is identified.
Employee Administration (EA):
- Uses LaGov HCM Personnel Administration system to analyze and process various employee administration actions including: hires, rehires, promotions, reallocations, demotions, and transfers in. Enters actions in timely manner.
- Enters permanent status, career progression group reallocations, details to special duty, contract element updates, WAE hours, and job appointment update actions.
- Ensures that all personnel data are in compliance with Civil Service Rules and guidelines, LaGov HCM, OSUP, state and federal laws and LDR’s policies and procedures.

Compensation:The salary offered will be determined based on qualifications and experience.
This position has a Special Entrance Rate (SER) at each level:
The Human Resources Analyst A (AS-613) has a starting rate of: $20.20/hourly; $1616.00 biweekly.
TheHuman Resources Analyst B(AS-614) has a starting rate of: $21.61/hourly; $1728.80 biweekly
The Human Resources Analyst C (AS-616) has a starting rate of: $24.31/hourly; $1944.80 biweekly.
A Tax and Natural Disaster Clearance will be conducted on all selected applicants to validate the timely submission of tax returns and payments. It is a requirement that all Revenue employees must adhere to all tax laws of the State of Louisiana.
LA R.S.15:587.5, 587.6 and the IRS require the Louisiana Department of Revenue to conduct a criminal history records check of a prospective employee who will access federal tax information to perform job duties. Any applicant who receives and accepts a conditional offer of employment will require a completed criminal history records check prior to his or her first day of work.
