Job Duties:
-Establish policy, procedure and guidelines for all pre and post proposal/contract activities which include research, business analysis, development and implementation of contracts for benefit plan administration and services.
-Direct and conduct activities for the assessment, research and business analyses to determine the need for procurement solicitations and contracts and direct the creation of various procurement solicitations, i.e., Requests for Proposal (RFP), Requests for Information (RFI), Notice of Intent to Contract (NIC), Memorandum of Understanding (MOU) and Invitation to Bid (ITB); consult and collaborate with other DOA offices such as Office of State Procurement (OSP), the Office of Statewide Reporting and Accounting Policy (OSRAP), the Office of General Counsel (OGC) and the Office of State Budget and Planning (OPB). Oversees the selection of the evaluation committee members and ensure the committee takes into consideration costs and other evaluation factors set forth in the RFP.
-Direct/coordinate activities regarding the receipt of proposals, pre-conference meetings, committees, evaluations, review, etc., to ensure compliance with state policy and procedures. Serve as the primary source and interpreter for employee benefit proposals and contracts dealing with inquiries from the media, legislators, general public, DOA officials, Civil Service, other agencies, school boards and governmental entities. Responsible for professional, personal, consulting and benefit administration contracts and work in collaboration with the State Contract Administrator at OSP due to the scope and complexity of benefit administration. Maintain communication with OGB management and Director of Public Information regarding changes that affect plan administration, premiums, reimbursements, status changes, etc.
-Oversee the selection of evaluation committee members to evaluate and review proposals from third party administrators and other TPAs on subject matter relative to employee insurance and benefits such as Employee Retirement Income and Security Act (ERISA), Health Insurance Portability and Accountability Act (HIPAA), Consolidated Omnibus Budget Reconciliation Act (COBRA), American with Disabilities Act (ADA), Family Medical Leave Act (FMLA), Affordable Healthcare Act (AHA) and other federal and state requirements and laws that must be taken into consideration . May work with the Legal staff to develop or participate in the development of legislation relative to benefit services administered by third parties and private vendors.
-Draft contract resulting from successful proposal(s). Work internally with OGC, OSP and necessary parties within DOA to review resulting contracts prior to execution. Direct/conduct all post-proposal/contract activities such as monitor and evaluate TPA performance , verify deliverables have been met and completed for the contract period, ensure appropriate documentation , verification and information have been submitted to the Office of Financial Support Services (OFSS) for final payment and processing ; collaborate with OGB management and vendor personnel to develop processes for benefit plan services to OGB members, inclusive of validating invoices for deliverables rendered.
-Direct, supervise and provide assistance as necessary to TPAs as it relates to contract deliverables. Supervise and direct subordinate staff as it relates to compliance with contract provisions, problem resolution, inquiries, etc. Establish and implement policies and procedures relative to contract procurement and procedures , i.e., receipt from vendors, review for appropriate provision of services, questions, documentation , collaboration with TPA's personnel, collaboration with OGB management as invoices relate verification of benefit services and administration in accordance with contract deliverables, etc.
Work with IT staff both internal to OGB and DOA as well as external vendors and other governmental entities to develop and generate reports on the various systems that maintain employee benefit information/payments.
Provide training and professional development for subordinate staff; establish priorities, goals and performance benchmarks for subordinate staff.
