To plan, organize and direct the activities of the Housing and Homeless Services Department’s Homeless Solutions Division; serve as the primary liaison between other City departments and community partners for the City’s Homeless Outreach Team (HOT); plan, design, organize and direct the City's federally funded Community Development Block Grant (CDBG), Emergency Solutions Grant (ESG) and HOME Investment Partnership (HOME) programs in relation to homeless services, as well as other local, County and State funded grant programs in coordination with department staff; provide complex staff assistance to City management; and to perform other duties as assigned.
SUPERVISION RECEIVED AND EXERCISED
Receives general direction from the Director of Housing and Homeless Services. Exercises direct supervision over assigned personnel.
ESSENTIAL FUNCTIONS
Functions may include, but are not limited to, the following: plan, organize and direct the activities of the Housing and Homeless Services Department’s Homeless Solutions Division; participate in the selection of staff; coordinate and/or provide staff training; prepare deployment schedules and set priorities; review and evaluate employees work performance; work with employees to correct deficiencies; recommend discipline as required; plan, communicate, delegate and monitor a variety of concurrent projects, prepare, maintain and interpret records and reports; make decisions, recommend and implement section goals and objectives; develop standard operating procedures, establish performance standards and methods; develop and implement policies and procedures; assist in the preparation and administration of section budget regarding anticipated staffing, program expenditures and revenues, equipment, materials and supply requirements; requisition or direct the requisitioning of materials, supplies and equipment as required; manage the City's efforts to end homelessness and mitigate its impacts in the community; work to develop innovative programs in coordination with local, county and state resources to reduce homelessness in the City including regional approaches; work in coordination with the Housing Manager to create affordable housing programs; engage City and other public agencies in the implementation of housing activities and programs; serve as the primary contact regarding all homelessness related issues, serving as a communication conduit and resource for members of the homeless community and concerned community members; participate on various county-wide social service committees; serves as City liaison regarding homeless issues and represents the City to various entities and organizations that work to prevent and end homelessness and other related issues; monitor and analyze new and revised statutes, legislation, articles, trends and developments related to homeless issues and services; gather input from diverse community groups, analyze and identify the current needs and emerging trends affecting homeless individuals; develop policy recommendations as appropriate; plan, organize and conduct public meetings; develop specifications and prepare requests for proposals and grant applications; prepare technical and analytical reports and recommendations for implementation for department, team, City Manager, and/or City Council review; support and team with other City staff working on related issues and performs related duties as required; build and maintain positive working relationships with co-workers, other employees, and the public using principles of good customer service; perform other related duties as assigned.
Any combination of experience and training that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be: five (5) years of increasingly responsible experience in program development, policy analysis and program management including two years of supervisory experience and training equivalent to an Bachelor’s Degree from an accredited college or university with major course work in management, urban planning, business, information systems, public administration, real estate financing or related field. Experience in a local government setting is highly desirable License or Certificate: Possession of a valid California driver’s license.

Knowledge of: Federal housing and community development laws and regulations, including the Community Development Block Grant (CDBG), Emergency Solutions Grant (ESG) and HOME Investment Partnership (HOME) Programs regulations and federal construction contract requirements; principles and practices of fiscal analysis, automated spreadsheet and financial analysis programs and data gathering and assessment techniques; joint public/private techniques to address community development needs; CEQA and NEPA environmental review processes; principles and practices of leadership, motivation, team building, conflict resolution, supervision, and training; statistical and research methods and business correspondence and report writing; principles and practices of community grants and community education programs design and implementation; principles and practices of organization, administration, budgeting and personnel management; pertinent local, State and Federal rules, regulations and laws; computer equipment and software applications related to area of assignment.
