Heavy Civil Estimator Requirements & Qualifications
• 10+ years of estimating experience within heavy civil, utility, water/wastewater, or infrastructure construction
• Strong understanding of public bidding processes, ideally Massachusetts Chapter 149
• Experience estimating projects in the $1M to $9M range
• Proficiency with SAGE Estimating or similar estimating software
• Experience using Bluebeam for digital takeoffs
• Ability to interpret complex plans, specifications, and phased construction documents
• Experience working on active facility projects with operational constraints
• Strong understanding of underground utilities, site work, piping, sewer repairs, and infrastructure rehabilitation
• Ability to identify project risk, scope gaps, and constructability concerns before bid submission
• Experience building subcontractor and vendor coverage for public bids
• Comfortable collaborating with operations and field teams during preconstruction planning
• Ability to manage multiple bid opportunities simultaneously while maintaining accuracy and deadlines
• Experience supporting public work prequalification submissions is highly preferred
Unique day-to-day responsibilities include:
• Developing complete and defensible bid packages for public infrastructure projects
• Reviewing incomplete bid documents and proactively identifying assumptions, gaps, and risk exposure
• Coordinating estimating efforts for phased rehabilitation projects within active treatment facilities
• Supporting DCAMM prequalification efforts and public agency submissions
• Building and strengthening relationships with subcontractors, vendors, municipalities, and agencies
• Collaborating with operations teams to improve constructability and reduce bid-day uncertainty
• Participating in a structured knowledge transfer process with a retiring estimator to preserve historical cost data and project insights
Heavy Civil Estimator Preferred Background & Skills
• Experience with wastewater treatment plants, pumping stations, or process-driven facility construction
• Familiarity with PFAS or chemical treatment systems
• Experience working with MassDOT, MWRA, DCR, or municipal public works agencies
• Existing subcontractor network throughout New England
• Strong communication skills with both office and field personnel
• Ability to anticipate challenges early and proactively solve problems
• Background in phased rehabilitation or occupied facility construction
• Strong organizational skills and ability to thrive in deadline-driven environments
