GIS AdministratorIT Application Development - JourneyCamp Murray, WA This position reports to the Planning and Programing Branch Chief, with guidance and leadership from both the Master Planner and the Applications and Database Manager, the Construction & Facilities Management Office GIS Analyst / CAD technician independently provides professional level geospatial support for environmental and facilities programs and initiatives.

Application Developer
Analyze Construction & Facilities Management Office (CFMO) geographic product needs and requirements, collaborates with the Lead Applications and Database manager to translate those into application prototypes and support testing and customers.
Maintains Geospatial Information System program procedures, processes and configuration documentation for Construction & Facilities Management Office web applications.
Administrates the agency’s ArcGIS Online (AGOL) geospatial web portal for the Military department’s web-based geospatial applications.
WebEOC GIS application developer for the Applications and Database Manager.
Supports the development and implementation of the Military Department’s enterprise web-based geospatial platform.
Data Management
Provides CFMO geospatial related customer consultation, end-product design, application maintenance and quality assurance of geospatial and Computer-aided Design (CAD) data.
Manages, maintains, and updates Common Information Picture (CIP) data model repository, extract translate and load (ETL) toolsets, and reports.
Supports, maintains and updates Federal Geographic Data Committee metadata, Global Positioning System (GPS) data dictionaries, and pertinent information from GPS collection projects to enforce data integrity and compatibility for existing enterprise data schema and format.
Maintains, monitors, tests, and analyzes load jobs for extract transform load (ETL) routines for quarterly CIP updates generation to the National Guard Bureaus
Documents ETL data structure, metadata and ETL routines for transfer of CAD, GPS, and remote sensing data?? for the Construction & Facilities Management Office’s Spatial Data Standards for Facilities Installations and?? Environment (SDSFIE) geospatial database.
System Administration
Supports the CFMO independently or in collaboration with other IT staff to provide specific application and database technical support to ensure availability of applications and geospatial database systems.
Plans and schedules the installation of system updates for associated Construction & Facilities Management Office CAD, GIS, and GPS systems to maintain software operational capability and security in coordination with the Applications and Database Manager and Network Operations Manager.
Manages the accounts licensing portal for Construction & Facilities Management Office CAD, GPS, and remote sensing software systems.
Plans, tests, and implements application configuration changes to support CAD and GPS systems to maintain integration and software versions with agency enterprise geospatial systems.
REQUIRED QUALIFICATIONS
Four years of information technology experience such as analyzing, designing, programming, installing, and/or maintaining computer software applications, hardware, or telecommunications or network infrastructure equipment, or providing customer/technical support in information technology. (This experience may be gained concurrently with the experience listed above)AND
Four years of experience in Geographic Information Systems (GIS), cartographic principles, coordinating system transformations and Data Interoperability or similar toolsets.
DESIRED QUALIFICATIONS
Education:
Associate or higher-level degree in computer science, Geographic Information Science, Computer Aided Design (CAD), or related technology field.

CONDITIONS OF EMPLOYMENT
Background Investigation:Must successfully complete the appropriate background checks required for employment and to obtain/maintain a Department of Defense (DoD) Common Access Card (CAC) required to access DoD computer systems. Must be willing to sign releases of information and shall not have access to any investigative materials and files. The processing of background checks can take up to six months post-employment. Failure to successfully pass a background check may be cause for termination.
Defense Biometric Identification System (DBIDS):Camp Murray uses the Defense Biometric Identification System (DBIDS) for entry to the installation. Must meet access requirements / background check which can be found in the Camp Murray Access Requirements Policy (Unified Policy No. 18-01). This includes possession of an Enhanced Driver's License, or other REAL ID Compliant Identification.
Union:This position is represented by the Washington Federation of State Employees.
Driver's License:
Valid to drive in the State of Washington.
Must meet requirements of the REAL ID Act. This is required to obtain base access and will be required upon hire.
Work Hours:A choice between a Tuesday through Friday (4/10 schedule): Monday through Thursday (4/10 schedule): or Monday through Friday (5/8 schedule). Actual hours will start no earlier than 6:00 am and end no later than 6:00 pm, and will include core business hours of 8:00 am to 4:00 pm.
Telework:This position is eligible for telework. The incumbent will work with their supervisor to identify an appropriate work schedule and balance between remote and in person work based on operational need and employee preference. Reporting to the workstation for work activities or participating in-person meetings will be required.
Emergency Assignment:Upon activation of State Emergency Operations Center (SEOC) or Joint Field Office (JFO), incumbent may be required to work in an alternate location with rotating shifts, including weekends and evenings, in a highly stressful and fast-paced environment.
Military Facility:Willingness to work on a Military Controlled Access Installation.
Travel:Occasional statewide travel may be required up to 5%, to include overnight stays.
