The Real Estate Manager is responsible for planning, coordinating, and managing all property-related activities that support the development, maintenance, and improvement of the county’s road and bridge infrastructure. This position demands a resourceful individual who is comfortable engaging with members of the public. The position also requires a professional, preferably with local government experience, who possesses an affinity with infrastructure as well as road and real estate law. The role requires working closely with engineers, surveyors, project managers, consultants, and property owners to ensure that real estate activities align with infrastructure needs. A successful candidate must be willing to obtain right-of-way certifications from the Ohio Department of Transportation Complete the acquisition of land, easements, and rights-of-way required for road and bridge projects. Negotiate with property owners and stakeholders to secure equitable agreements that are fair to both property owners and the taxpayers. Conduct the required title searches and draft project-related agreements with property owners and project partners. Draft, secure, and record deeds. Ensure compliance with ODOT property acquisition rules and Ohio law.
Review project right of way plans to ensure accuracy, identify encroachments, and recognize potential adverse consequences. Identify and analyze title issues, easement issues, as well as explore alternate solutions that ensure that the project can be effectively delivered within existing timelines.
Understand and apply the statutory framework that sets forth the Engineer’s duties and responsibilities. Understand the laws of Ohio that provide for the establishment of the County Road System as well as township road systems, eminent domain, county right of way permitting and road vacations. Comply with local government processes, budgeting, and public procurement. Provide direction and assistance to the Montgomery County Prosecutor’s Office in cases where the appropriation of land is necessary. Work closely with the Montgomery County Auditor’s Office and the Recorder’s Office to ensure that tax issues are addressed, right-of-way parcels are properly identified on the County’s GIS systems, and deeds are compliant with local and state requirements. Participate with other county employees to draft and/or revise various rules, regulations, and standards required by statute. Support and collaborate with other professionals within the office on complex or specialized matters as they arise, through research and analysis and share same with team members to increase knowledge of these issues throughout the organization. Performs other duties of a similar nature or level. Bachelor’s Degree; 5 years of real estate experience
