Job Title: Senior Environmental, Safety & Health (ES&H) Specialist

Position Overview:
NESC Staffing is seeking an experienced Senior ES&H Specialist to support large-scale construction and engineering project execution. In this role, you will provide technical oversight of ES&H compliance activities through direct inspection of field execution, and serve as a key advisor to project and construction management teams in implementing safety requirements and resolving ES&H issues as they arise.
You will work cross-functionally with engineering, construction, subcontracts, procurement, project controls, and document controls teams to integrate applicable ES&H requirements into their daily work activities. Daily site surveillance responsibilities include verifying proper PPE usage, conducting routine equipment inspections, and driving project ES&H initiatives.
Key Responsibilities:
- Coordinate a wide variety of ES&H disciplines to facilitate implementation of the project’s ES&H program and Management System, ensuring compliance with applicable standards, regulatory requirements, and contractual commitments.
- Deliver toolbox talks and actively participate in site meetings with project team members, contractors, and subcontractors to communicate and reinforce safety requirements.
- Assist in the development, implementation, and maintenance of programs, systems, and procedures to protect employee health and safety as well as the surrounding environment and communities.
- Maintain ES&H databases covering incident events, audit and assessment findings, and corrective actions.
- Perform statistical analysis of ES&H data to identify performance trends and contributing factors, supporting continuous improvement efforts and making data-driven recommendations.
- Identify and coordinate specialized software systems and electronic tools used by ES&H personnel to improve program efficiency.
- Lead teams in conducting risk assessments, mitigation planning, and ongoing monitoring in response to ES&H issues.
- Prepare communications, write reports, and develop documents for program execution and records retention.
- Coordinate incident notifications, lead investigations, and prepare detailed incident investigation reports.
- Recommend and implement process, procedure, and work activity improvements to minimize hazard potential.
- Participate in and lead employee training programs, emergency preparedness exercises, and quality assurance initiatives.
- Coordinate and administer ES&H recognition programs.
- Research complex regulatory issues and provide accurate regulatory interpretation and technical guidance to project teams.
Education & Experience Requirements:
- Bachelor’s or Master’s degree (or international equivalent) in Environmental Science, Safety, Health, or a related science discipline; AND
- 8–10 years of relevant ES&H experience; OR
- 12–14 years of relevant work experience in lieu of a degree.
Required Knowledge & Skills:
- In-depth knowledge of OSHA 1926 and OSHA 1910 standards.
- Ability to perform root cause analysis in support of incident investigations.
- Experience conducting Project Contractor Orientations.
- Proven ability to lead and implement Project ES&H Audits, including monitoring completion of corrective actions.
- Capability to coach contractor project and safety teams on process expectations and best practices.
- Comprehensive knowledge of safety programs, engineering systems, principles, and methodologies.
- Familiarity with national safety laws and regulations, regulatory agency responsibilities, and industry standards for ES&H.
- Demonstrated experience conducting ES&H assessments and inspections during active construction projects.
- Experience managing or providing technical oversight of ES&H subcontractors or consultants.
- Knowledge of ES&H core processes and management systems (preferred).
