Director, Imaging Services - Radiology Administration - Full Time

JOB SUMMARY:
Responsible for the overall management, coordination, and direction of the Radiology, Cardiology Testing, Neurodiagnostic, PET, and Neuroscience Lab (EEG) Departments. Design and implement critical operational initiatives and best practices focused on improving patient experience, patient flow, throughput, finances and other key metrics. Collaborates with organizational leadership in support of the annual operating plan, performance improvement activities, hiring and retention of personnel. Assists with policy development and review. Represents the unit in hospital/system meetings, discussions and other function
Responsible for a budget in excess of $125M in gross revenue and oversight of greater than 40 full time equivalent employees. Responsible as an integral part of the leadership team for the performance of the respective services. Collaborates with like departments at other Guthrie sites to share best-practices, align processes, and improve care for Guthrie patients.

REPORTS TO: Radiology Service Line Administrator with matrix to President Guthrie Corning Hospital

QUALIFICATIONS:
Bachelor’s degree in health related field required
Masters in Healthcare Administration or related healthcare field

11. Should have sufficient administrative ability to assist in planning, organizing, directing and controlling the clinical activities of the Radiology Department.
12. Strong working knowledge of PACS to include, but not be limited to, Microsoft Windows Server, disk storage arrays, disk and tape archiving systems, data communications protocols, DICOM, HL-7, PC’s, printers, and peripheral equipment.
13. Experience working with HIPAA and other governmental regulations regarding access, distributions and long term storage of Diagnostic images.
14. Must be able to work effectively with diverse groups of people, build relationships and consensus, work well under pressure, and on concurrent multidisciplinary projects. Excellent written/oral communications skills required.
15. Experience working in a union environment, adhering to labor relations principles, and apply a labor contract.

DUTIES AND RESPONSIBILITIES:

1. Integrates the department/service into the organization's primary functions.
1. Supervises and coordinates the department's activities to provide clinical services for the organization to all categories of inpatients and outpatients.
2. Ensures that care and services are provided to newborns, infants, children, adults and geriatric patients as ordered by members of the hospital's medical staff.
3. Ensures all staff is familiar with the Mission and Vision Statements of the organization.
4. Assures compliance with all accrediting and regulatory agencies.

2. Coordinates and integrates interdepartmental and intradepartmental services.
1. Interacts effectively with and supervises other departmental staff members.
2. Coordinates the activities of the department with all other functions of the organization via effective relationships with other members of the management staff.

8. Works closely with the radiologists, pulmonologists and all other medical staff.
9. Responsible for all technical aspects of radiological safety in the organization, recommending safety programming, monitoring and location of warning devices and carrying recommendations of the Radiation Safety Officer.
10. Ensures radiation safety and education in-services are presented to the employees.
11. Develops and implements policies and procedures that guide and support the provision of quality services.
12. Develops and implements department policies and procedures with the involvement of department staff.
13. Ensures policies and procedures are reviewed and updated appropriately; utilizing input from department staff.
14. Ensures that Fire Safety/Disaster, Administrative, Infection Control and Human Resources manuals are current and maintained in the department and that staff members are familiar with and adhere to all relevant policies and procedures.
4. Recommends a sufficient number of qualified and competent persons to provide care/service.
1. Ensures department is adequately but cost effectively staffed to provide care/service to our internal and external customers.
2. Ensures call arrangements are in effect for off‑duty hours.

1. Implements, monitors and assesses provision of services through an approved CQI program ensuring follow‑up of identified problems.
2. Assesses correspondence and survey reports from all external regulatory agencies, submitting responses and filings in a timely fashion.
3. Stays informed on current trends and regulations in the field.
4. Demonstrates effectiveness in providing staff with feedback on a routine basis relative to their major responsibilities and performance standards.

7. Maintains quality control programs.
1. Maintains and documents Q.C. in accordance with manufacturers, JCAHO, New York State Department of Health, FDA, and any other external or internal regulatory body standards through enrollment in established Q.C. programs.
2. Utilizes CQI plan to develop and analyze data to ensure problems are identified, resolved and results documented appropriately.
3. Ensures routine, daily and scheduled preventative maintenance programs are established, implemented and documented in accordance with all identified regulatory bodies.
4. Ensures that patient care equipment is inspected on a regularly scheduled basis by Clinical Engineering.


8. Ensures orientation, in‑service training and continuing education of all persons in department.
1. Ensures all new employees attend mandatory orientation program prior to beginning work in the department.
2. Develops implements and monitors an established, formal orientation program for new employees; ensures all documentation is forwarded to the appropriate departments.
3. Ensures that staff members satisfactorily complete annual employee updates on the computer within twelve months of their prior review, incorporating required CPR updates as necessary.
4. Provides continuing education to staff through in-services and encourages attendance at seminar/conferences, JET services/programs and any further educational opportunities provided by nursing or other disciplines relevant to departmental or organizational responsibilities.
5. Monitors and documents further competency skills as needs are identified.

9. Recommends space and other resources needed by the department.
1. Seeks input from physicians, staff members, internal and external customers to review needs and requirements as warranted.
2. Is responsible for budget preparation, monitoring, and appropriate follow-up action for all assigned departments.
3. Develops and submits three year projected capital budget annually.
4. Recommends acquisition of necessary equipment and assures that approved purchases are carried out.
5. Reviews space requirements to ensure provision of added services or continuation of existing services.
6. Participates in the selection of sources for needed services not provided by the department or organization.
7. Represents the hospital as required with various professional or hospital associations and organizations, attends appropriate conferences.
8. Prepares relevant reports as required by departmental procedures, regulatory body requirements or Administration.
