The Washington Headquarter Services is the designated support and service provider of human resources, facilities, resource management, contracting, personnel security, research, equal employment opportunity, transportation, and executive services for the Office of the Secretary of War (OSW), the Joint Staff, the Military Departments, other select Department of War Components in the National Capital Region and beyond, Congress, and the White House. The OSW is the principal staff element of the Secretary of War in the exercise of policy development, planning, resource management, and program evaluation responsibilities. This position is in the Senior Executive Service (SES), a small, elite group of top government leaders. SES members possess a diverse portfolio of experiences including strong skills to lead across organizations. As a Senior Executive, you will influence the direction of innovation and transformation of the federal government and lead the next generation of public servants.

  • The Deputy Director, Facilities Services Directorate (FSD) provides expert advice and recommendations for all facility associated matters to the FSD Director, the Washington Headquarters Services (WHS) Director, Office of the Secretary of War (OSW) customers, to include the immediate staff of the Secretary of War and Deputy Secretary of War, the Joint Staff, Military Departments, Directors of the War Agencies and DoW Field Activities, and other Pentagon Reservation mission partners and tenants. Major duties and responsibilities include, but are not limited to: Provides executive level advice and assistance for facility associated matters to meet long range goals and objectives by utilizing state-of the art business strategies and practices. Provides executive level advice and professional, technical, and administrative guidance to the immediate staff, managing a workforce of approximately 550 general schedule and federal wage system employees. Directs development of policies and procedures for implementation across the DoW services in the National Capital Region (NCR). Directs associated services with an annual budget of approximately $700 million. Responsibilities include installation planning, engineering, architecture, design/construction, sustainment, and operations. Oversees the programmatic spending plans for Military Construction and Restoration and Maintenance programs to ensure compliance with Departmental priorities and the long-term sustainability of government facilities controlled by WHS, including the Raven Rock Military Complex, for inclusion in the annual Program Objective Memorandum. Coordinates plans with Pentagon Force Protection Agency (PFPA) to improve and maintain Anti-Terrorism/Force Protection systems at all facilities. Coordinates with Defense Information System Agency, Defense Intelligence Agency, Government Services Administration, and local and commercial partners across appropriate aspects of facility management and construction. Leads the execution of the Financial Improvement and Audit Readiness responsibilities and oversees the WHS Leased Space Reduction Program for the NCR. Chairs, co-chairs, or is a member of multiple groups representing the FSD Director, Director, WHS, and, when required, the Director of Administration and Management; supports over thirty-five federal, quasigovernmental, DoW, or intra-DoW governance forums, such as the National Capital Planning and National Capital Memorial Advisory Commission, and Interagency Sustainability Working Group. Designated as the FSD alternate continuity of operations site director for planning and managing the critical infrastructure protection program, as well as emergency response, consequence management, and recovery activities for assigned facilities, in conjunction with the National Incident Command Structure, National Response Framework, and PFPA.

You must be a U.S. citizen to qualify for this position. All newly appointed Career SES leaders must sign the Reassignment Rights Obligations Agreement as a condition of appointment into the SES. You must submit to a drug test and receive a negative drug test before you can be appointed into this position. Designated and/or Random Drug Testing required. In order to qualify for this position, you must be able to obtain a Top Secret security clearance and access to Sensitive Compartmented Information (TS/SCI).
