Work involves developing contracts and amendments by identifying provider resources, describing services to be rendered, and evaluating information supplied by bidders. Worksunder limited supervision, with moderate latitude for the use of initiative and independent judgment.
40% Develops agency contracts and amendments. •Drafts agency contracts for execution and coordinates signature routing.
•Coordinates change management and execution via TABC protocols.
•Complies with purchasing policies and regulations and ensures agency and state procurement procedures are followed in all procurements.
•Assists with developing contract administration policies and procedures.
40% Reviews fiscal expenditure reports for completeness, appropriateness, and accuracy. •Monitors contract performance by examining billings, fiscal data, and eligibility determinations for compliance with terms of contract and policies.
•Recommend updates for solicitations, contract boilerplate language, and other contract-related documents.
•Resolves audit exceptions by defining causes of errors and recommending appropriate dispositions.
•Evaluates expenditure data and makes projections to ensure appropriate use of funds.
•Assists with contract reporting, deliverables acceptance, and contract-related records management.
15% Serves as a liaison with contract providers to ensure participation is consistent with program, legal and fiscal requirements •Advises internal and external stakeholders on contract administration, policies, and procedures.
•Monitors legal and regulatory requirements pertaining to contracting.
•Assists with competitive procurements.
5% Performs special projects and other related duties as assigned.MINIMUM QUALIFICATIONS: Education: Graduation from an accredited four-year college or university with major coursework in business administration, public administration, or a related field isgenerally preferred.
AND
Experience:
- Three (3) years’ full-time experience developing complex contracts including but not limited to: Memorandums of Understanding, Memorandums of Agreement, and contracts that result from solicitation.
- One (1) year full-time experience in contract management for the State of Texas.

Preferred Qualifications:
- Holds active Texas Contract Developer or Certified Texas Contract Manager certifications.
- Three (3) years of contracting experience for the State of Texas or other governmental entity using the Centralized Accounting and Payroll/Personnel System (CAPPS)
- Intermediate to advanced experience with DocuSign software platform.
- Experience providing advice and counsel to non-purchasing and contracting staff.
- Experience as part of a purchasing and contracting team at a Texas state agency or Texas institution of higher education.
- Certified Texas Contract Developer (must acquire certification within 6 months of hire date)
- Certified Texas Contract Manager (must acquire certification within 12 months of hire date)

This position functions in a standard office environment. Must be able to move around the office to access filing cabinets, office equipment and move up to 20 pounds.
