The Comptroller ensures the financial integrity of the County’s operations by recommending and maintaining sound financial practices and procedures, reporting and in the processing of all financial transactions. Provides responsible fiscal guidance to the Director of Budget and Finance, to include department heads, and others. Work involves planning, coordinating, directing and administering in the areas of general ledger accounting, payroll, accounts payable, and debt issuance. Responsible for period and compliant reporting of all financial activity of the County and related affiliate governmental agencies. Supervises staff of professional, technical and clerical personnel. This position reports directly to the Director of Finance.
- Plans, organizes and directs all operations of the Budget and Finance Department relative to accounting, general ledger, payroll and accounts payable; analyzes and evaluates suitability of existing and alternative local fiscal practices and financial management; provides general advice, assistance and recommendations to the Director of Budget and Finance and others; decides and implements procedural changes;
- Directs and responsible for the preparation of period and compliant reporting of all financial activity of the County and related affiliated governmental agencies including annual financial reporting requirements;
- Delegates work assignments; advises and assists subordinates; counsels subordinates as needed; ensures continuing professional development for staff; directs and reviews schedules and other reports prepared by staff to ensure compliance with annual audit requirements and other external reporting requirements;
- Directs and analyzes studies of general economic, business and financial conditions and their impact on County and departmental policies and operations; oversees implementation of financial policies;
- Reviews the fiscal impact of legislative changes and controls expenditures to ensure compliance with budget appropriations and legal requirements; confers with County Attorney regarding legal matters related to finances;
- Participates at the executive management level in various teams to review, consider and make recommendation on development projects, solicited or unsolicited proposals from the private sector, implements new county programs, determines and addresses impacts of changing legislation, formulates and executes public private partnerships and other various matters that come before the executive management;
- Analyzes the various methods of debt funding; recommends and implements bond repayment structure; participates in bond issuance; and bond sale bid opening; prepares and reviews bond closing documents; prepares debt authorization ordinance; advertises for public hearing; calculates legal debt margin;
- Researches, analyzes, reviews and prepares a variety of reports, schedules, official statements, and account data;
- Attends various committee meetings; serves on committees and boards as a financial advisor as assigned by the Director of Finance;
- Evaluates, advises and recommends options for proposals;
- Supervises or prepares action for informational items for Board’s information or as agenda items. Prepares various information on finance related and other matters. Makes recommendation of most appropriate action to the Director of Budget and Finance;
- Serves as the fiscal advisor to the Isle of Wight County Economic Development Authority;
- Performs other related duties as assigned.
PHYSICAL DEMANDS
The work is characterized by activities such as sitting or standing in one position, without choice or variety. Sensory exertion is characterized by activities such as viewing a computer screen and/or using hands or fingers in activities requiring fine coordination or dexterity. This position requires minimal physical and/or sensory exertion up to 25% of the time.
Education and Experience:
Bachelor’s degree in accounting, business administration or a related field. Requires six (6) years of more of progressive managerial accounting experience, preferably in a governmental setting, including at least three (3) to five (5) years of supervisory experience; or any equivalent combination of training and experience which provides the required knowledge, skills and abilities.
Licenses or Certifications:
CPA or CIA preferred, but not required.
