The Under Secretary of War (Comptroller)/Chief Financial Officer (USW(C)/CFO) is responsible for carrying out the functions assigned to the Department of War in law or regulation, including the responsibilities assigned by Public Law 101-576, the "Chief Financial Officers Act of 1990" (CFO Act). The USW(C)/CFO is responsible for ensuring the utmost economy and efficiency are applied to the programs of the Department of War through sound business management and effective fiscal planning and control. This position is in the Senior Executive Service (SES), a small, elite group of top government leaders. SES members possess a diverse portfolio of experiences including strong skills to lead across organizations. As a Senior Executive, you will influence the direction of innovation and transformation of the federal government and lead the next generation of public servants. The Office of the Secretary of War (OSW) is the principal staff element of the Secretary of War in the exercise of policy development, planning, resource management, and program evaluation responsibilities.

  • The Associate Director, Military Operations (Program/Budget) serves as the principal advisor to the Director, Operations on all budget matters for Operation and Maintenance appropriations within the Department of War. Major duties and responsibilities include, but are not limited to: Oversees the Department's civilian personnel and Combatant Commanders' budgets, foreign currency fluctuation activities, and the tracking of the Department's reform and efficiency initiatives. Participates with the senior staff of the Under Secretary of War (Personnel and Readiness), the Under Secretary of War (Policy), the Under Secretary of War (Acquisition and Sustainment), and the Under Secretary of War (Intelligence) in the technical and financial evaluation of operating programs, including budget formulation, budget execution, and reprogramming of appropriated funds. Develops and applies analytical tools (including statistical analyses, etc.) in an attempt to master a large volume of facts relating to each program and to interpret trends and conditions in the operating programs. Maintains direct contact with senior officials of the Military Departments to ensure constant familiarity with the wide-ranging operating programs as they develop. As the occasion demands, the incumbent visits field installations and other activities to obtain firsthand information on actual conditions and practices. Provides additional information to the Under Secretary of War (Comptroller) that may be significant in presenting the budget before the Office of Management and Budget and Congress. Analyzes and evaluates budget estimates (including overseas contingency operations requests, supplementals, and budget amendments) and budget execution programs, including the conduct of such investigations and component briefings as may be necessary to determine the relevance, importance, and necessity of various program funding proposals. Maintains a continuing review of the fiscal programs to ensure that programs are being executed in accordance with the direction of the Secretary of War and the intent of Congress. Reviews and analyzes requests for the reprogramming of funds that require the approval of the Under Secretary of War (Comptroller) and transmittal to the Congress, taking into account the flexibility, character, and changing requirements of the individual programs.

You must be a U.S. citizen to qualify for this position. All newly appointed Career SES leaders must sign the Reassignment Rights Obligations Agreement as a condition of appointment into the SES. You must submit to a drug test and receive a negative drug test before you can be appointed into this position. Designated and/or Random Drug Testing required. In order to qualify for this position, you must be able to obtain a Top Secret security clearance and access to Sensitive Compartmented Information (TS/SCI). You will serve a one-year probationary period unless you have previously completed the probationary period in the SES. Males born after 12-31-59 must be registered or exempt from Selective Service (see https://www.sss.gov/Home/Registration). This is a Financial Management Level 3 Certified position. In accordance with Public Law 112-81 (National Defense Authorization Act for Fiscal Year 2012) and DoW Policy, the incumbent shall comply with the requirements of DoW FM Certification program within the allotted timeframe.

Evaluations

The selected individual's application will be forwarded to the OPM for review and certification by the QRB through a Structured Interview process, unless the selectee provides evidence of their noncompetitive status (i.e., a current SES, OPM QRB certified SESCDP graduate, or SES reinstatement eligible). Upon QRB certification, the selected individual will be required to serve a one-year probationary period.
