Compliance & Regulatory Strategy Director
Reports to: CFO | Remote or Hybrid (Preferred) | Location: Houston / The Woodlands, TX (Hybrid, 3 days in office)

Position Summary
The Compliance & Regulatory Strategy Director will own the company’s forward-looking compliance strategy and serve as the central authority on payroll, tax, and regulatory requirements across the platform. This role ensures that AllianceHCM remains ahead of legislative changes, translating complex regulatory developments into clear product and operational requirements.
Strategic Payroll & Legislative Compliance (Primary Focus)
- Workforce & Wage Logic: Provide high-level requirements for complex FLSA logic, ensuring the platform is compliant with blended overtime rates, garnishment priorities, and the latest ACA affordability thresholds.
- Employment Lifecycle Oversight: Ensure software workflows for I-9 Remote Verification and federal record retention meet current USCIS and DOL standards.
- NPRC & Agency Relations: Serve as the primary liaison to the National Payroll Reporting Consortium (NPRC). Represent the company at industry summits to influence and interpret emerging standards for federal and state reporting.
- Legislative Implementation: Lead the company's ongoing response to federal and state legislative changes affecting payroll reporting and wage treatment — ensuring the platform remains current as requirements evolve. Recent examples include tracking and reporting requirements introduced under the OBBB Act (W-2 Codes TT and TP).
Compliance Posture & Cross-Functional Partnership
- Serve as the primary compliance resource for Product and Engineering, translating regulatory requirements into clear, actionable guidance for feature development.
- Review product roadmap items for compliance implications and flag regulatory risk before development begins.
- Distribute plain-English policy briefs to ensure new features are built compliant by design.
- Build and maintain a Compliance Health Monitor dashboard to give the C-suite real-time visibility into audit-readiness and legislative implementation status.
Policy Development & Lifecycle Management
- Master Policy Ownership: Author and maintain the corporate Compliance Manual, ensuring sub-policies for Payroll, Banking and Data Privacy are legally current and operationally actionable.
- Strategic Updates: Manage the annual policy review cycle, ensuring internal SOPs used by functional leads align with the overarching compliance strategy.
Required Qualifications
- Deep expertise in HCM, payroll tax law, FLSA, ACA, and federal/state reporting requirements
- Proactively identifies compliance risk across the organization without waiting to be asked; continuously looks for ways to improve what exists and brings colleagues along in the process
- Strong ability to translate complex regulatory requirements into clear guidance for non-compliance stakeholders
- Familiarity with ACH frameworks and general banking compliance principles; hands-on BSA/NACHA experience is a plus, not a requirement
- CPP certification preferred; Big 4 payroll advisory, payroll processor, or senior employer-side compliance background strongly considered
- Comfortable operating as a senior individual contributor with executive-level visibility and cross-functional influence
