About Harris County Flood Control District:

The Flood Control District has the mission to reduce the risk of flooding in Harris County, the third most populated county in the United States, with a population in excess of 4.7 million, including the City of Houston, the nation’s fourth largest city. The Flood Control District has jurisdiction over the primary stormwater facilities in the county, which consist of approximately 1,500 channels totaling nearly 2,500 miles in length, as well as more than 60 regional stormwater detention basins, totaling more than 10,000 acres and several wetlands mitigation banks including Greens bayou.


What you will do atHarris County Flood Control District:

The Harris County Flood Control District is seeking qualified candidates for the Channel Ownership Program Coordinator role who will be responsible for continuing the implementation of the Channel Ownership Program and guiding its strategic transition into the Asset Management Division (AMD). This position ensures seamless coordination of asset exchanges with the City of Houston (Type A & E), while expanding the scope to include oversight of approximately 160 miles of inactive channels and other neglected infrastructure.


Essential Duties and Responsibilities:
Program Continuity & Transition

  • Lead the ongoing implementation of the Channel Ownership Program.
  • Serve as the single point of contact for all channel ownership-related initiatives.
Asset Exchange Coordination

  • Maintain accurate records and facilitate inter-agency collaboration.
ROW Acquisition Planning

  • Identify and plan for the acquisition of rights-of-way (ROW) where services are currently provided without legal authority.
  • Develop strategies for acquiring ROWs that improve maintenance access and operational efficiency.
  • Lead efforts to acquire and maintain orphan ditches and other neglected assets.
Channel Expansion & Oversight

  • Broaden the scope of channel types under AMD’s purview, including inactive and orphaned channels.
  • Support long-term planning and prioritization of channel rehabilitation and maintenance.
Stakeholder Engagement

  • Collaborate with internal departments and external agencies to align asset management goals.
  • Provide updates, reports, and recommendations to leadership on program status and needs.
Additional Responsibilities and Duties

  • Assume additional responsibilities as required, adapting to the evolving demands, responsibilities, needs, and objectives of the District.

Education:

  • High school diploma or G.E.D. equivalent from an accredited educational institution

Experience:

  • Requires five (5) years of verifiable experience in asset management, infrastructure planning, or intergovernmental coordination.
  • Requires experience using geographic software such as ArcGIS and/or GPS.
  • Requires a strong understanding of ROW acquisition processes and municipal asset exchange protocols.

Licensure:

  • Valid Class "C" Texas Driver’s License

Knowledge Skills, and Abilities:
  • Excellent communication skills and willing to speak in public forums to deliver intended messages effectively.
  • Strong skills using project management tools and systems.
  • Good diagnostic and troubleshooting skills to solve work problems, advise on technical questions, and/or difficult work solutions.
  • Solid knowledge of modern office procedures (scanning, filing, and record-keeping), computer operations, and software applications (ArcMap, GIS products, SharePoint, and Adobe Acrobat).
  • Analytical skills in applying guidelines, policies, and precedents and adapting standard methods to fit facts and conditions.
  • Work independently and as a team member, in an office environment, with limited to no supervision, relative autonomy, and general review.
  • Be a self-starter; assume ownership in setting goals, organizing work, and completing assigned tasks.
  • Ability to manage a variety of concurrent responsibilities and activities efficiently.
  • Work well under pressure, adhering to tight deadlines and accuracy/quality standards.
  • Utilize good time management skills and effectively prioritize and manage multiple tasks/initiatives.
  • Maintain a positive attitude and optimistic approach to solving problems or challenges presented by citizens.
  • Solve simple mathematical problems that may be required in everyday work situations.

Education:
  • Bachelor’s degree or higher in construction management, civil engineering, public administration, environmental science, or related field, or an equivalent curriculum; two years of experience may be allowed for each year of education if in the same field.(preferred)
Experience:
  • Experience in construction inspection of drainage and flood control facilities(preferred)
Language:
  • Bi-lingual skills in English/Spanish(preferred)
